**The Service**:
The Early Years and Childcare Service works with Portsmouth City Council's Children's, Families and Education Directorate, as well as the wider statutory, voluntary, and private sectors. Within the service colleagues support one another in working through issues and identifying solutions. Regular supervision with the line manager is in place as well as creative problem-solving daily.

The Wraparound Project, announced by the UK government in spring 2023, aims to provide all parents, and carers of primary school-aged children with access to term time childcare in their local area from 8am-6pm by September 2026.

**The Role**:
The role is to lead the development, design, and management of the wraparound programme, working in a collaborative manner with teams across Portsmouth City Council (PCC), schools, families, wraparound childcare providers (including private providers, childminders, community and voluntary organisations and early years settings).

The role holder must assess supply and demand and expand wraparound childcare provision that is accessible to children and families, including those with special educational needs and disabilities (SEND). The role holder will be responsible for ensuring effective governance, quality, robust contract and financial management and monitoring of this externally funded programme.

The role holder will be based at the Civic Offices and at schools and other locations around the city, with the possibility of hybrid/homeworking depending on the needs to the Service.

**What you'll need to succeed**:
**You will**:

- Be qualified to Level 3 in Early Years and Childcare, or Play work, or Youth work, or be able to demonstrate transferable knowledge and skills to meet the demands of the role.
- Demonstrate knowledge of the sector and understands its challenges and opportunities.
- Have knowledge of the sector, its challenges and opportunities, and of Ofsted requirements for wraparound childcare, the SEND Code of Practice, the Equality Act and the Children and Families Act.
- Have successful experience of collaborative working with a range of agencies and professionals including evidence of building new partnerships, working with parents and carers and safeguarding children.
- Have an enthusiasm for innovating and trying new things, and excellent negotiation and communication skills.
- Be willing to travel across Portsmouth during the periods that wraparound providers are running to visit provision (essential).
- Be flexible and willing to perform any duty or task that is appropriate for the role described and according to the needs of the Early Years and Childcare Service (essential).
