Overview:
The Scottish Fiscal Commission is a small friendly organisation of 27 staff and four Commissioners. We produce the independent economic and fiscal forecasts that the Scottish Government uses to set its budget and we explain their implications for public funding in Scotland.

We have an exciting opportunity to become a permanent analytical member of our Senior Management Team. You will gain experience in a high-profile senior leadership role in an independent organisation.

You will oversee our forecasts of social security spending and devolved tax revenue. These are published in two reports each year that accompany the Scottish Government’s Budget and Medium Term Financial Strategy (MTFS). You will explain the forecasts at public events and support our Commissioners at Parliamentary Committees.

You will lead the two teams of 5 and 6 analysts respectively who produce the tax and social security forecasts. The expertise and collaborative working of these teams are essential to produce the high quality analysis that the Scottish Parliament and Government rely on. You will need to encourage and demonstrate a positive, inclusive culture that values each individual and the strengths they bring, gives everyone the confidence to challenge, and supports each person to develop.

As a member of the Commission’s Senior Management Team you will be involved in the operational and strategic decision-making for a small public sector organisation. You will work alongside and collaboratively with the other members of SMT (two C2 analysts and a third corporate C2 as well as the Chief Executive). There will be opportunities to be involved in analytic strategy across the whole organisation.

You will work closely with our four Commissioners, facilitating their collective decision making and drawing on their expertise. You will also develop and manage a wide range of relationships with stakeholders.

This is a new post arising from increased workload and changes in working patterns amongst existing Senior Management Team members.

**Responsibilities**:

- Lead the social security and devolved taxes teams, supporting individuals within the team to ensure the Commission maintains high standards of outputs while also promoting a positive, inclusive and friendly culture within the Commission.
- Proactively support and value all aspects of diversity within the Commission, seeking to make the Commission an inclusive working environment and ensuring diversity of thought and perspective in the Commission’s work.
- Oversee our forecasts of social security spending and devolved tax receipts in Scotland for the two Scottish Government fiscal events each year and our annual forecast evaluation. Provide direct support to our Commissioners in these areas, ensuring they are supported in their role to make decisions and judgements based on the best possible evidence.
- Contribute to, improve and oversee the Commission’s reports on these areas of work, working with the team to produce informative, accurate and accessible publications.
- Work as a senior analytical leader driving continual improvement in our forecasts and analytical work. As part of our Senior Management Team, contribute to the strategic development of the Commission particularly on analytical issues, so the Commission’s work remains relevant and informative to our stakeholders. As a leader within the Commission you will act to ensure all staff see how their work fits in the wider role of the Commission and the Scottish fiscal landscape.
- Maintain and develop strong, positive relationships with stakeholders including Scottish Government officials, Scottish Parliament clerks, SPICe, Social Security Scotland, the Office for Budgetary Responsibility, Audit Scotland and HM Treasury, as well as other organisations commenting on Scottish public finances such as the Fraser of Allander Institute and the Institute for Fiscal Studies.
- Represent the Commission externally supporting Commissioners and appearing at parliamentary committees and events as required.
- Maintain the high standards of professional competence expected of the team and the wider Commission, ensuring all analysis and outputs have been sufficiently quality assured prior to publication.
