The responsibilities for the Department for Energy Security & Net Zero for 2023 are as follows:

- Ensure security of energy supply this winter, next winter and in the longer-term - bringing down energy bills and reducing inflation.
- Ensure the UK is on track to meet its legally binding Net Zero commitments and support economic growth by significantly speeding up delivery of network infrastructure and domestic energy production.
- Improve the energy efficiency of UK homes, businesses and public sector buildings to meet the 15% demand reduction ambition.
- Deliver current schemes to support energy consumers with their bills and develop options for long-term reform to improve how the electricity market works for families and businesses.
- Seize the economic benefits of Net Zero, including the jobs and growth created through investment in new green industries.
- Pass the Energy Bill to support the emerging CCUS and hydrogen sectors; to update the governance of the energy system; and to reduce the time taken to consent offshore wind.

**Job description**:

- We are looking to recruit two SEOs in the Hydrogen and Industrial Carbon Capture Team to support the production of hydrogen. The team is developing commercial frameworks and support mechanisms to enable the construction of hydrogen production. The first allocation round for electrolytic (green) hydrogen projects is currently live. We will also support CCUS-enabled hydrogen projects (part of selected regional clusters) for financial support. The focus of your role will be the design and delivery of annual allocation rounds which select real hydrogen projects and award them financial support. There may also be the opportunity to get involved in the actual selection process, working with prospective projects.
- Our team sits within the Hydrogen and Industrial Carbon Capture Directorate, a fast-paced and exciting directorate that is at the heart of DESNZ energy and climate policy. The role will involve significant engagement with industry, external advisors and across Government.-
**Person specification**:
The role may involve:

- Design and delivery of allocation rounds for electrolytic projects wanting financial support, considering UK strategic policy objectives, industry insight and practical delivery timelines.
- Design and develop eligibility and assessment criteria for CCUS-enabled hydrogen projects under all clusters.
- Support the independent assurance review for future allocation rounds.
- Work closely with other policy teams, i.e. working on carbon capture or renewables.
- Engage with academic experts and literature regarding allocation design.
- Present to senior internal and external stakeholders.
- Engage directly with hydrogen projects as they go through the allocation process.

**Skills and experience**

Skills, experience and qualifications (essential):

- Experience in a policy delivery role.
- Experience in considering different policy options and reaching consensus across multiple teams.
- Strong interpersonal and communication skills with the ability to build and maintain relationships with internal and external stakeholders. The ability to communicate complex and sometimes technical issues clearly and concisely to colleagues, stakeholders and ministers.
