The Money and Pensions Service (MaPS) brings together the free services previously delivered by the Money Advice Service, The Pensions Advisory Service and Pension Wise.?
We are an Arms-Length organisation, sponsored by the Department for Work and Pensions, with a joint commitment to ensuring that people have access and guidance to the information they need to make effective financial decisions over their lifetime.
The Money & Debt Operations Team are responsible for the provision of free debt advice throughout England through the management of a portfolio of £75m (pa) contracts and grants with third party providers.

**The role**:

- To lead a Debt Contract Team and through them effective delivery of a portfolio of debt contracts valued £75m p.a in total ensuring the end users (a person in debt) receives the best advice possible (at a time that is appropriate and convenient) througheffective processes.
- Responsible for the completion of and adherence to Contract Management Plans for services in their portfolio. The majority of contracts attracting the highest level of Government classification (Gold).To manage with multiple partners with complex third-partysupply chains to deliver effective and efficient high-profile services in line with client need.
- To continually improve commissioned debt advice services by supporting the identification and leveraging of new opportunities to grow services to meet client needs.
- To achieve high levels of supplier satisfaction with the standard of relationship management delivered by the commissioning team.
- To provide effective management of the debt advice agreements across England, monitoring of these against budget and ensuring providers deliver against all business plan objectives including meeting forecast targets for helping clients.

**Key accountabilities**:

- To establish and maintain a comprehensive Performance Management Framework that delivers; effective contract management, performance, VFM and business intelligence, as well as compliance with MaPS and regulatory requirements.
- Effective leadership of a Contract debt delivery team.
- Effective management of advice agreements (grant or contract) circa £75m ensuring providers deliver against budget, forecasts and all business plan objectives.
- Manage relationships with existing supply chains ensuring efficient achievement of agreement objectives.
- Managing monthly, quarterly, and annual review cycles. Analysing and reporting on performance against targets.
- Planning, tracking and monitoring progress and identifying and addressing any issues to ensure effective and compliant delivery of the organisation’s agreed objectives. Resolving any complex issues over performance internally or with delivery partners.
- Manage spend in line with budget, minimizing variance and capturing financials in a compliant manner. Ensuring timely and accurate payment aligned with agreement schedules.
- Designing, monitoring, and reporting on KPIs, SLAs and other operational and quality metrics.
- Ensuring a quality assurance approach for systems, processes, management controls, people and policies is in place and fully optimised to meet current and future demands in the most effective and efficient way.
- Development and management of relationships with current and future providers and to build partnerships across services and sectors.
- Agility to both react and be proactive where opportunities to improve existing services and agreements arise.?
- Support identification of new processes and procedures to ensure continued process improvement.
- Share learnings, evidence and best practice from funded projects across the debt advice landscape.

**Skills & experience**:

- Leadership experience in a pressured service delivery context.
- Ability to co-ordinate / manage large complex and diverse portfolios of services over large geographical areas.
- Solid operational delivery background - must include optimising complex 3rd party arrangements and working through extended supply chains.
- Utilisation of a proactive approach, continually horizon scanning to refine service delivery and achieve desired outcomes. Experience of managing significant delivery budgets.
- Strong and effective leadership, interpersonal and communications skills.
- Ability to lead complex meetings and confidently work with internal and external colleagues and senior stakeholders to generate and develop solutions.
- Exceptional relationship, influencing and negotiation skills, able to challenge constructively and drive fundamental shifts in existing beliefs and behaviours to deliver positive change.
- Proven expertise at influencing and engaging senior and operational stakeholders, both internally and externally.
- Strong project delivery expertise, including risk management, reporting and financial controls.
- A broad knowledge and understanding of the debt advice sector in the UK.
- Good understanding of advice quality and the ability to work with suppliers to improve and enhance where required.
- If not already attained the post holder would be expected to achieve the Government Commercial College, Contract Management Foundation level within two months of starting with progression on to Practitioner and Expert levels.
