Equans is looking for a Deputy Head of Design Services to join our team in Grimsby on a permanent basis. This is a full-time role working 37.50 hours per week. On offer is a salary of £50,000 - £55,000 per annum plus car or car allowance and benefits package.

General Overview

This is a fantastic opportunity to join Equans’ Professional Services function, a multi-disciplinary design consultancy.

Equans is North East Lincolnshire Council’s long-term delivery partner providing a number of services on their behalf, including the Highways & Architectural Design Services. We are proud of our established, successful and award-winning partnership - our team having secured a number of high profile regeneration and infrastructure projects, as well as being responsible for delivery of the Local Transport Plan for North East Lincolnshire. This role supports the team in their delivery of a first-class service to its customers and fully contributes to delivering sustainable development and growth in North East Lincolnshire.

You will be part of the Professional Services team, leading, planning and managing the Highways & Architectural Design teams in the delivery of a variety of infrastructure and building projects.

You will join an expanding team of Engineers, Architects, Quantity Surveyors, Technicians, Support Staff and Apprentices. Enthusiastic and dedicated, you will have demonstrable experience in design and management of design projects, the ability to supervise people and projects and work independently.

Key Accountabilities

Effective leadership, planning and management of the Highways & Architectural Design teams responsible for the design, procurement, contract administration and site supervision of highway infrastructure and building design projects.
Ensure that the asset management for highway structures, including maintenance of the asset register, undertaking a system of cyclic condition inspection, life cycle planning, and asset valuations is undertaken in a proper and effective manner.
Responsible for cost and income management and reporting to ensure that the design team is commercially viable.
Lead, manage and develop the teams and ensure that the methods of working are efficient, effective and deliver agreed service level outcomes.
Work with contractors, consultants, clients and internal teams to deliver projects on time and to budget, ensuring that project, financial and asset management reporting arrangements are met through the life of the project.
Develop and maintain a detailed forward programme for all projects and ensure that sufficient resources are available to the teams to deliver the projects in the forward programme in a timely manner.
Responsible for the design and delivery on site of the forward works programme
Undertake monthly budget monitoring and outturn forecasting for the externally funded major projects, as well as for all capital and revenue funded maintenance and improvement projects.
Provide input into the preparation, design and delivery of major projects, including those designed by external consultants.
Develop and maintain productive working relationship with key stakeholders such as Equans colleagues in highways and regeneration, elected members, portfolio holder, senior council officers, as well as other groups. This may include attendance at meetings to respond to questions about the service area.
Ensure that all projects achieve agreed outcomes and comply with current legislation, national standards and specifications.
Ensure that the team respond to Freedom of Information requests (FOI’s), service requests, formal service complains and informal enquires on behalf of the service area in an effective and timely manner.
Respond to, investigate and act upon queries and requests form elected members, town/parish councils officers and members of the public, producing reports and general correspondence and attending meetings when requested.
Support the management team in delivering its service plans and achieving its financial objectives.
Undertake such other duties as may be reasonably expected at this job level.
