**To facilitate the development of Planning policy such as the production of Development Plan Documents: Area Action Plans (AAPs), Supplementary Planning Documents (SPDs), planning briefs and Neighbourhood Plans.**
**To provide planning policy expertise on a range of policy issues, and the implementation of public and/or private sector development schemes and regeneration initiatives working with key stakeholders.**
**To implement projects and programmes to produce Neighbourhood and specific Area Action Plans as required by the Strategic Planning Manager to agreed timescales.**
**To contribute to the identification, promotion, effective management, development and delivery of major projects.**
- To lead and manage a project team, responsible for programme planning of Neighbourhood Plans and Area Action Plans
- To procure and manage consultants to provide survey and evidence based studies and site development guidance as required
- To actively contribute to the management of the Strategic Planning Team, deputising for the Strategic Planning Manager as required, and to participate
- in service-wide, divisional, directorate and Council-wide developments and initiatives in pursuit of the aims and objectives
- To supervise and motivate others to achieve, ensuring staff within the team are aware of standards, expectations and timescales, and to establish clear lines of responsibility and accountability, building trust, good morale and teamwork
- To actively consider new and innovative ways of doing things, learning from others, recognising and promoting the positive benefit of change to improve services and achieve goals
- To work as part of the multi-disciplinary teams to enable the breakdown of Directorate barriers and encourage the concept of both internal and external
- partnership working
- To ensure compliance with the performance and project management standards and take the appropriate action to address issues that may arise
- To ensure high levels of integrity and probity are maintained in the delivery of services so as to promote public and stakeholder confidence
- To be responsible and accountable for procurement and management of specific finance and budgets
- To be responsible for delivering a programme of Neighbourhood Plans and Area Action plans, including identifying and managing work streams for complex policy areas, project scoping, risk analysis and implementation
- To lead and manage the development of complex project plans for specific Area Action Plans or Neighbourhood Plans in a highly political and challenging environment
- To maintain and update records
- To take responsibility for the appointment, management and administration of consultants and agency staff; preparation of consultants’ briefs, contracts, negotiations, evaluation of tenders and monitoring of their performance
- To develop and manage the delivery of an appropriate Communication Strategy for individual projects as required
- Develop and manage the necessary programme of Community Engagement for each project in a diverse community working with other colleagues and stakeholders
- Establish and lead on any specific project governance requirements, including Member and Stakeholder Steering Groups
- To ensure that public consultation and engagement is undertaken in accordance with the Council’s policies and procedures and legislative requirements and that the principles of equality are incorporated into the process
- To develop and work in partnership with community leaders, business partners and other stakeholders
- To ensure that the work carried out on the projects for which the post holder is responsible is in accordance with required Council standards and standing orders, legal requirements and national and local objectives and that effective monitoring and auditing processes are in place
- Responsible for ensuring that advice given and recommendations made by team members have full and proper regard for the Council’splanning policies, standards and relevant Government legislation and guidance
- To act as the senior expert spokesperson on issues related to Neighbourhood plans and specific Area Action Plans representing the team/division and ensuring that communications with colleagues, Council Members, the public and others are dealt with to an exceptional standard
- To prepare and present high level complex reports and/or briefing papers on issues relevant to the Service area.
