**Duration of contract**: To end March 2026 (with option to renew however a person’s time acting as National Planning Improvement Champion shall not exceed eight years)

**Background**:
The Improvement Service (IS) is a publicly funded company limited by guarantee, with a total annual budget in the region of £8 million. **About the role**:
The overarching purpose of the IS Transformation, Performance and Improvement Team is to support councils and their community planning partners to deliver transformational and operational level change in order to improve outcomes for local communities across Scotland. On this occasion, the IS and Scottish Government have agreed to work in partnership to recruit a National Planning Improvement Champion.

The post-holder will work in collaboration with the IS Transformation, Performance and Improvement Team, and will be able to draw upon the range of resources and expertise in the team and across the IS.

The post-holder will support improvement within the Scottish planning system, by providing constructive input which promotes a measurable outcomes-based approach. They will be expected to achieve this by reviewing planning performance reports, looking at overall trends to identify areas for improvement, identifying and sharing good practice, supporting authorities with making improvements or efficiencies, and where appropriate, providing tailored advice to organisations within the sector including authorities, Scottish Government, agencies, community groups and developer interests.

**Key Tasks and Accountabilities**:

- Supporting the implementation of, Planning Performance Annual Reports, including development of their scope and content. These will be placed on a statutory footing once powers in the Planning Act 2019 are commenced.
- Utilising information from annual reports to support authorities with self-identified areas for improvement.
- Identifying and disseminating good practice, and proactively encouraging its wider adoption by authorities and others.
- Monitoring the performance of the planning system and the procedures used by authorities in relation to the performance of their functions in delivering planning services.
- Supporting the development of training for elected members who are due to sit on a planning committee or local review body.
- Working with all parties involved in development management and development planning (including authorities, Scottish Government, agencies, community groups, land owners and development industry) to identify and encourage best practice.
- Devising and promoting the implementation of change management initiatives to maximise efficiencies in the delivery of authorities’ functions.
- Publishing a report on their activities annually.
- Liaising with users of the system to understand experiences, good practice and issues arising from performance.
- To deliver the key tasks and accountabilities in a way that reflects Improvement Service values, aims and objectives.
- To undertake other specified duties and responsibilities from time to time as required.
