**Main Purpose**

This position will be developmental from S-07, S-09, S-11 and then the target grade of S-12. All training must be completed, and regulatory requirements met prior to promotion.

We are currently seeking a highly skilled and motivated individual to join a premier team of Contracting Specialists at the 48th Contracting Squadron, Royal Air Force Lakenheath, United Kingdom.

S-09 - The primary purpose of this position is to perform developmental assignments which are designed to provide the employee, who is serving in a trainee capacity, experience in preaward and postaward functions when they are well-defined and well-precedented, using common contracting methods and contract types, to procure standard or specialized services, commodities, and/or construction through formal advertising and negotiation procedures using primarily firm fixed-price contracts. To provide business advice to the customer.

S-11 - The primary purpose of this position is to perform developmental assignments which are designed to provide the employee, who is serving in a trainee capacity, experience in preaward and postaward functions, using a wide range of common contracting methods and contract types, to assist in the procurement of standard or specialized services, commodities, and/or construction within an organizational component or geographical area. To provide business advice to the customer.

S -12 - The primary purpose of this position is to provide business advice and to perform all preaward and postaward functions for a wide variety of complex and/or specialized acquisitions, using a wide range of contracting methods and types; and to procure commodities and/or services for complex and/or diversified programs.

**Knowledge and Experience Required**:

- Applicants must demonstrate the following:_
- Professional knowledge of commonly used contracting methods and contract types for contract actions that are well defined and well presented.
- Knowledge of directly applicable Federal contracting laws, regulations, policies, and procedures is highly desirable.
- Knowledge of business practices and market conditions as they relate to program and technical requirements to assist customers in developing requirements and to evaluate proposal responsiveness, contractor responsibility, and contractor performance.

- Hours of work: Start & end times may be modified due to mission needs and in accordance with organization’s flexible working policies.
- Will be required to handle and safeguard sensitive information in accordance with applicable US and UK laws, rules, and regulations.
- Must obtain and maintain the appropriate security clearance.
- May be assigned other duties that are appropriate to the grade and skill set of the employee.
- May be required to travel by military and/or civilian aircraft in the performance of official duties or attend necessary training. Position may be coded as mission essential.
- A 6-12-month probationary period will be required.
- Overtime may be required.
- May be required to travel overnight to US or other countries in the performance of official duties or attend necessary train.

The employee is required to hold a bachelor’s degree.
- In addition to the basic requirements, you must meet ONE of the following:_

S-07 Level: Hold one full academic year of graduate education, law school, or superior academic achievement.

S-09 Level: Hold two full academic years of progressively higher-level graduate education or hold a master’s degree -OR
- Have one additional year of experience performing recurring and developmental contracting assignments in the award, administration, and closeout of contracts for goods and services assuring that all activities performed comply with applicable procurement regulations.

S-11 Level: Hold three full academic years of progressively higher-level graduate education - Ph.D. or equivalent doctoral degree - OR - have one additional year of experience performing development of solicitations, evaluation of bids or offers submitted, analysis of industry pricing practices, perform contract administration, perform market analysis, prepare and issue solicitation documents.
