The Defence Maritime Regulator (DMR) is offering this very interesting and exciting post ideally suited to someone with significant Maritime experience. They will be motivated to use their leadership skills to drive improved HS&EP outcomes in the domain. This role covers established areas of defence as well as continued development of the regulatory approach to new technologies.

This position is advertised at 37 hours per week.

**Job description**:
The DSA is responsible for the Defence regulation of HS&EP. The authority provides independent advice to SofS on safety policy in Defence. It also provides evidence-based assurance to the SofS that their policy on HS&EP in Defence is being promoted and implemented in the conduct of Defence activities. This regulation is achieved through proportional and appropriate evidence-based assessment of the activity that supports Defence’s operational imperatives.

Within the DSA, DMR is tasked to provide regulation, advice and guidance, assurance and enforcement across the Maritime Domain. This comprises all activity conducted by MOD Shipping (includes but is not limited to warships, submarines, landing craft and boats across defence), in the Defence Ports and at Defence Harbour Facilities and in Defence Diving, both Military and Commercially contracted, in support of defence activities. As new technologies and vessel types, such as autonomous vessels or the involvement of AI emerge, we are constantly looking at the maritime scope to make sure that Safety and Environmental Protection are assured going forward. We consist of four areas: Executive and Enablers, Regulation and Compliance and an Inspectorate currently split between Shipping (inc Ships Submarines and Diving) and Maritime Services (inc Boats, Ports and Harbours and emergent technologies).

This Post is 1 of 2 Principal Inspectors and covers the Maritime Services team.

As the Principal Inspector you will be responsible for.
- Being an active member of the DMR Management Board working together to direct DMR activity
- Directing and prioritising, based on domain risk assessments, a team programme delivering effective, appropriately resourced, third line of defence audit activity. Briefing audited 1* and 2* Accountable Persons
- Take and mange enforcement action where there are breaches of legislation or Defence regulation to reduce risk to personnel or the environment
- Directing activity to enable the issuing, amending and routine verification of Approvals to Authorise MoD Shipping for domain Accountable Persons
- Leading in the development and maintenance of strong domain communications and relationships which support risk analysis and prioritisation of interventions. Routinely engage with senior staff to support your team and advance issues for consideration against DMR objectives and risk processes.
- Coordinating development and provision of guidance to the Maritime community, collaborating on resolving common concerns and regulatory constraints, and ensuring effective practice in other domains is shared.
- Chair the MoD MAS working group and represent DMR at meetings with MCA counterparts and/or Industry with the aim of ensuring new technical guidance and regulation can keep pace with development, trials and fielding of MAS.
- Supervise publication of DMR guide to Autonomous Systems
- Work with DMR Duly Authorised Organisations to ensure that their organisation, arrangements and rules are consistent with DMR's regulatory framework and deliver the desired outcomes.
- Representing DMR as a member of DSA Working groups covering and dealing with significant pan regulator business areas. The role is responsible for ensuring DMR is represented and that related actions are understood, planned and expedited.
- Provide advice to support the DMR Registrar in maintaining the Defence Register of UK MOD Shipping.
- Provide DMR support to wider DSA collaborative activities in response to emergent Defence HS&EP risk.
- Work with the DMR Regulation team to identify likely changes to legislation through horizon scanning activities, such as monitoring of IMO initiativ
