Spencer Clarke Group are working alongside a local authority based in **Bracknell Forest ** to appoint a talented **Senior Building Services Engineer (Technical Lead) ** on a permanent basis.

As an **Senior Building Services Engineer (Technical Lead) ,** you will report to the Head of Strategic Asset Management, to lead and manage the Councils energy strategy and identify energy saving greening initiative works**.**To review options to reduce the Councils energy costs, across the estate, in line with the Councils climate change strategy. To be the lead technical adviser on all Mechanical & Electrical matters. To lead the Councils Mechanical & Electrical services to theCouncils property stock, to include designing and managing the works from inception to completion.To liaise with and manage third party consultants and contractors.To be able to offer advice for other departments and provide updates to stakeholders.

**About the role:
- Under the direction of the Head of Strategic Asset Management you will carry out the professional Mechanical & Electrical engineering consultancy work to the council's properties, with particular reference to adaptation, refurbishment, extension and newbuild.
- Provide advice on plant and related service maintenance and to advise on costs.Capable of preparing estimates, costings, briefs, feasibility studies, reports and analysis.To provide guidance on responsibilities and opportunities in relation to buildingsand their maintenance.
- You will ensure that service contractors and maintenance are completed well and to a compliant standard, with involvement in Capital works programme where required.
- When required, you will manage urgent problems of plant and related services, through the use of personal skills and/or other available resources.This will require in person site attendance.
- Advise and review options on energy efficiency (in conjunction with the Energy Manager) and to compile a programme of greening works, to reduce energy costs.
- Investigate building services defects and provide solutions to complete remedial works, prepare a specification and commission contractors to undertake the required works.
- Assist with the service and maintenance contracts, including the re-procurement of contractors, to ensure that service tests and inspections are carried out at appropriate intervals.This will include the maintenance of service contract records.
- Prepare detailed specification using NBS and produce technical drawings with the use of Autocad, which will be issued out as part of the tender documentation.
- Manage third party external consultants, to carry out Project Management and/or design services for the council on any Building Services based style projects.
- Be able to review tender packages and oversee projects from inception to completion.To be confident in challenging the consultant regarding the design tabled, to ensure the design meets the Councils objectives.
- To liaise with and assist the Head of Strategic Asset Management, in developing future servicing, maintenance and repairs projects & programmes.
- Manage contract management duties, through our main term contractor, service contractor or by tendering works as per the council's procurement policies.
- Provide guidance and advice to council staff and ancillary staff to ensure the council meets its duties in accordance with current legislations, policies and standards.
- To lead and support the Construction & Maintenance team and consultants in developing the design solutions and implementation of all Mechanical & Electrical works.
- Develop close working relationships with key contractor personnel and use partnering techniques to look for and implement innovative solutions and improvements by working together.
- To liaise with and provide advice to other departments within the Council on servicing and maintenance contract matters.Ensure that staff are kept informed of changes in statutory requirements and building contract legislation.
- To lead and manage in house Mechanical & Electrical projects (up to £250k) from inception to completion.
- To provide financial reports and budget monitoring, to be issued to the Head of Strategic Asset Management on a monthly basis.
- Manage and monitor both contractors and consultants.Where standards are not being met implement systems to resolve matters.
- Experience of reviewing supply chain and processes and the introduction of new technology and systems across teams and services which successfully identified waste and maximised efficiencies.
- To develop effective communication with stakeholders, regarding service standards and delivery of projects.
- To keep up to date with legislation changes and enhance service development and encourage appropriate innovation to improve service delivery.
- To ensure the contractor has safe systems of work in operation, during all works on site. That all operations are carried out under the Health and Safety at Work act and are strictly adhered to, by the contractor reporting and monitoring Health and Safetycompliance.
- To be available on occasions and emergencies, when required for in person site attendance.
- To undertake any other tasks associated with the responsibilities of the section which, can reasonably be within the postholder's experience and qualifications

**About you:
- Accredited Building Services Degree
- Evidence of continuous professional development
- Proven Autocad and NBS experience.
- Experience of managing a technical team to provide all Mechanical & Electrical related advice and manage construction works from inception to Completion working alongside consultants
