**Head of Integrated Finance**
**£800/Day**
**Location: Plymouth**
Akton Resourcing are looking for a Head of Integrated Finance to join the Plymouth City Council on an interim basis.
**Job Overview**:
Provide professional, commercial orientated financial support, advice and modelling to assist the Council in the delivery of its IHWB transformational change programme.
To act as either the new CCG and PCC pooled budget fund manager or deputy fund manager in agreement with the CCG. Lead on/manage core work streams and develop key financial projects for improving the Councils financial management and improve service standards.Responsible for delivery of programmes within allocated resources, developing strategies, providing specialist advice and policy options as required.
Responsible for the financial management and reporting of Section 75 budget. Responsible for implementing team plans and contributes to the longer term determination of resources by contributing to the development of service plans, efficiency delivery plans,programmes of work, systems and procedural improvements.
**Main Responsibilities**:

- Deal with complex, sensitive and confidential enquiries from a range of stakeholders.
- Ensure compliance with the framework of accounting codes of practice, legislative, corporate and departmental requirements.
- Provide a business partner service to support services in the delivery of change.
- Contribute to the effective development of a service plan in consultation with stakeholders which align to corporate plans and strategies as appropriate.
- Financial planning and the provision of regular financial information, via different media, to defined stakeholders.
- Recommend changes to the finance service to achieve efficiencies, working towards corporate aims, to ensure the service proactively responds to the changing shape of the organisation.
- Identify and constructively challenge financial benefits associated with major change activities.
- Deputise for the Assistant Director of Finance /other Heads of Service as required.
- Undertake any other duties appropriate to the grade of post

**Qualifications/Experience**:

- A relevant professional qualification to Masters level or equivalent.
- CCAB qualified Accountant and evidence of continuous professional development.
- Knowledge of the relevant law, regulation and best practice in relation to financial management, legislative and regulatory framework surrounding local government finance.
- Knowledge of the modernisation agenda and issues facing local government in general, and finance in particular.
- Knowledge and/or experience of cost modelling and different methods of option appraisal.
- Financial management, improving service standards, financial planning, monitoring and control within tight financial constraints in a complex organisation.
- Substantial experience in a senior/middle management role preferably within both public and private sector.
