**Job overview**:
**We are looking to recruit an experienced Procurement Officer ( ASC) Services that will support with the establishment and maintenance of a reliable and accessible supply chain to meet the needs of vulnerable adults in Salford.**

This will involve renewal of existing service provision along with more strategic, market-shaping activity to harness emerging opportunities and develop the range of services offered locally.

You will be working with traditional Adult Social Care service markets including care home and home care providers while supporting the identification, adoption and integration of modern approaches such as Technology Enabled Care.

You will work as part of a supportive team while enjoying the autonomy to progress your own project portfolio, providing assurance and updates to the Category Manager and Head of Service.

You will provide support to colleagues, commissioners and providers in the effective and efficient delivery of Adult Social Care services. The role will support an end-to-end procurement function including identification of need, tendering and evaluation, contract management & administration, and supplier relationship management within the Adult Social Care service category.

**Main duties of the job**:
Designing, sourcing and delivery of processes that assist the team in running effective procurement activities to ensure quality services are commissioned.

Presenting complex data in a digestible and meaningful format that assist with identification of need, prediction of demand, and providing assurance as part of the commissioning life cycle.

Developing relationships and negotiating with providers to deliver the team objectives and strategic priorities.

Working with contract assurance & quality improvement colleagues.

Analysing performance information to make recommendations on amendments to/development of service specifications.

Developing relationships with customers, colleagues and commissioners.

You will be involved in supporting various finance functions within the Trust, and will include:

- rate negotiation and implementation (within delegated limits);
- advice on budgetary implications of contract activity;
- assessment of potential/existing provider financial standing.

Developing and maintaining a detailed understanding of relevant policies; legislation; local, regional & national strategies; and best practice in the area of Adult Social Care service procurement.

- Studying towards, or willing to study towards Chartered Institute of Procurement and Supply (CIPS) Graduate Diploma.
