We are now recruiting for a HR Advisor to join the council in Borehamwood.

The main purpose of the role is to provide an effective professional HR management service including the provision of quality employment law advice to ensure Council compliance with current legislation, policies and procedures. Taking dedicated responsibilityfor allocated departments and providing cover support to further departments.

You will work closely with unit managers and staff to provide HR input on current operational and employee relations issues. You will also manage special projects to support the achievement of corporate objectives including organisational change, takinginto account employment law, Council policy and employee relations requirements.

Key Responsibilities:

- Provide advice on all HR policies and procedures including conditions of service, reorganisation and grievances and disciplines, liaising with the Trade Union representatives and the staff side of the Local Joint Committee where appropriate.
- Maintain an up to date knowledge of employment law issues, interpreting current legislation and best practice and translating this into new and existing Council policies, providing training to staff and managers as required.
- Manage the recruitment process by advising on the recruitment campaign, devising selection methods and assisting with shortlisting, testing, interviewing, selection and offer of employment, participating in interviews.
- Manage the discipline and grievance processes by providing advice, organising and attending formal meetings and ensuring the necessary documentation is completed.
- Manage the sickness absence management process by monitoring absence, liaising with occupational health, supporting formal meetings and advising managers on individual cases.
- Support the management of change process including devising consultation strategies to support re-structures and re-organisations, ensuring that they are carried out in accordance with Council's policies and employment legislation.
- Identify training needs and advise management on appropriate training solutions.
- Manage the apprenticeship scheme
- To assist the Health and Safety Advisors in the management of corporate and individual health and safety risks
- Support the Council’s pay strategy, ensuring correct approval processes are adhered to and ensuring consistency through the authority
- To safeguard children, young people and adults at risk and make referrals to the appropriate agency

What the employer is looking for:

- Experienced HR Adviser, ideally 3+ years
- Significant experience in a similar role, including experience of policy development, staff consultation and formal disciplinary processes to dismissal level.
- Ideally CIPD qualified
- Up to date knowledge of employment legislation and HR procedures
- Great communication skills, you’ll be speaking to people at all levels
- Computer literacy, Microsoft packages
