**The DHR Independent Chair will be commissioned on an ad hoc basis as required. A fixed payment per review will apply, within a scale of £5000 to £9000, dependent on the complexity and scope of each review. This role is out of scope of IR35**

We are seeking to build on our pool of Independent Domestic Homicide Review Chairs/Overview Report writers across Southend, Essex and Thurrock who would be responsible for managing and co-ordinating the review process and for producing the final Overview Report, Executive Summary and Action Plan. The Independent DHR Chairs would work on an ad hoc basis as required; a fixed payment schedule per review will apply.

Compliance /DBS check(s) on all successful applicants will be undertaken.

**Overview**

The Independent Chair is appointed by the Review Panel on behalf of the Community Safety Partnership/SET DA Team, and is responsible for managing and co-ordinating the review process and for producing the final Overview Report, Executive Summary and Action Plan (including anonymised versions) based on Individual Management Reviews and any other evidence the Review Panel decides is relevant.

The Independent Chair should be an experienced individual who is not directly associated with any of the agencies involved in the review.

**Skills, Knowledge, and Experience**:

- Enhanced knowledge of domestic violence and abuse issues including so-called ‘honour’-based abuse, the DA Act 2020, research, guidance and legislation relating to adults and children, including for example the Children’s Act 2004, the Care Act 2014 and the Equality Act 2010;
- An understanding of the role and context of the main agencies likely to be involved in the review.
- Able to sensitively engage with families/friends to involve them in the review process and manage their expectations through the duration of reviews.
- Managerial expertise.
- Strategic vision so that opportunities are identified to link in and inform local and national strategies.
- Good investigative, analytical, listening, interviewing, report writing and communication skills.
- Good facilitation/enabling skills with a non-judgemental approach.
- An understanding of the discipline regimes within participating agencies.
- An understanding of wider statutory review frameworks such as child or adult reviews.
- The completion of the E-Learning Training Package on Domestic Homicide Reviews, including additional modules on chairing reviews and producing Overview Reports.
- Attendance at DHR Chair’s Training events run/sponsored by the Home Office.

**Key Activities**

***To chair the appointed DHR Panel.

To draw up the terms of reference for each domestic homicide to scope the review process in line with guidance to include:

- What issues appear most important to identify learning;
- What agencies and professionals should be asked to submit reports or otherwise contribute to the review (to then commission IMRs);
- How the DHR will fit in with any other investigations that are running in parallel, including any criminal proceedings and disclosure issues that could arise;
- Links to Child, Adult, Mental Health or MAPPA Serious Case Reviews - the Chair to ensure proper consideration is given to this including whether or not reviews should be combined;
- Whether or not outside experts should be consulted;
- The period of time to be considered in respect of the victim and perpetrator histories;
- Any special equality and diversity issues to be considered;
- Any issues relating to victim immigration status;
- Did the victim have any contact with a DA organisation and if so how will they be involved in the process;
- Issues of “Honour” Based abuse if involved;
- How to take account of non statutory involvement including family and friends;
- Managing the media;
- Was the victim or perpetrator a “vulnerable adult”;
- Take account of and links to the Coroner’s enquiry;
- Lessons learned from any previous DHRs;
- Is any independent legal advice required?
- To produce the final Overview Report and Executive Summary (including anonymised version) with associated Action Plan.
- Present the summary of the case and findings at the relevant Community Safety Partnership Briefings and the DHR Lesson Learnt Seminars as required.

**Accountability and Reporting Arrangements**

The Independent Chair of the Review panel will report to the Community Safety Partnership via the SET DA Team.
