**Job purpose**

Manage the day to day provision, including policy formulation and implementation, the development and provision of services and staffing and budgetary controls, of an effective assessment and care planning process that includes both adult and child protection.

The post holder will carry out the day to day management of a team of qualified social workers, senior practitioners and family support workers and administrative support.

As a member of the extended Children’s Services Management Team they contribute to and drive the development and implementation of policy and strategy for social services overall.

They uphold professional standards in the Service. It is the team manager’s responsibility to ensure their team operates in accordance with their statutory duties and responsibilities to all children in need of care and protection services, in Line withJersey legislation.

**Job specific outcomes**
- As first line manager, strategically and operationally lead the initial assessment and high risk decision making about referrals of children requiring a range of social work interventions including those in need of immediate care and protection. Ensuringeffective information gathering by the team to enable professional decision making within set timescales.
- Lead on the communication and coordination of a multi-agency response to high profile or high risk and complex situations involving children, young people and families. Involving, advising and assisting senior stakeholders within CYPES, Government Ministersand the communications team as required to provide accurate and timely information in the event of media interest.
- Appraise and monitor the performance of the team, which includes senior practitioners, social workers, family support workers and administrative personnel in order to achieve optimum outcomes for children, young people and their families within definedand agreed budgets. Provide guidance, coaching and mentoring necessary for each team member to maintain the highest standards of personal and professional conduct, adherence to relevant codes of conduct, policies, procedures and legislation and to ensure thatthe criteria for continuing professional registration are fulfilled. Implementing relevant HR procedures when capability, performance and attendance issues become apparent.
- Develop strategies and staff guidance to ensure standards of practice and care are delivered. Identify individual staff training and development needs as well as developing an annual team business and training plan in line with CYPES and strategic plans.
- To ensure appropriate budget management in compliance with the Public Finances Manual and Public Finances and Jersey Law 2019, holding a delegated social care budget (in certain roles in excess of two million pounds). Authorising payments for services,staff and expenses to the value of £25.000.
- Control quality and levels of service in line with Key Performance Indicators and co-ordinate the collection of statistical data and research into international developments in best practice in order to contribute to service developments and the strategicand business planning process.
- Identify changing needs, project future demands, and plan service responses accordingly to support the effective delivery of social work services to vulnerable individuals, their families and carers. Advise the Senior Leadership Team in relation to allrelevant issues affecting the delivery of social work services to vulnerable individuals, their families and carers, and to keep abreast of national developments in their area of expertise.
- Develop strategies and guidance and provide specialist expertise and oversight to all staff, colleagues and stakeholders to ensure the robust assessment, care planning and review of children, young people and families’ needs on a day to day basis and highstandards of practice and care for vulnerable individuals, their families and carers.
- Establish policies, procedures and professional practices in line with statutory requirements, and implement practice development and staff training courses, to ensure that all staff are aware of their individual responsibilities in line with Social WorkEngland code of practice and to enhance best practice and skills development in all staff.
- Directly supervise senior practitioner staff and provide general professional supervision and support to the wider team with particular regard to professional practice and standards across all aspects of the service, in order to ensure the highest standardsof care for service users and their families/carers.
- Provide management cover (including deputising for Heads of Service in their absence in situations with their agreement) and decision making as delegated by the Senior Leadership Team, including Out of Hours as first point of contact in situations of crisisrequiring an immediate operational response to risk.
