**MAIN RESPONSIBILITIES**: Financial Control Support individual budget holders in the analysis, maintenance and control of budgets ensuring that new appointments/developments are within agreed establishment with recurrent finances identified. Financial Planning Liaising with Directors or their managers to set corporate budgets within the Trust wide parameters and maintain and review of these in line with Trust SFIs and other appropriate policies. Assist in the production of the divisional business plan providing financial input.

Financial Management Working with colleagues in the Finance Department to delivery Trust wide training and development to budget holders and non-finance managers. Advising on all aspects of Finance, including Financial Accounting issues and Corporate Governance. Ensuring the programme is delivered on a regular basis and responds to the changing financial environment. Obtain and evaluate information for input into business cases or other service developments and reforms.

Provides quality input into the monthly process of producing finance reports for Trust Board, Management Board and Finance Committee. Providing support to the commissioning team with the supply of relevant financial information to inform the planning process and monitoring of financial activity performance. Attendance at budget holder meetings as appropriate to present the relevant financial position and to place in context within the overall Trust position as reported to Trust Board and Executive Team. To give financial advice on all issues discussed at these meetings.

Financial Reporting Advise in the interpretation of monthly financial reports to ensure that managers have accurate financial information to be incorporated in the decision making process. Producing monthly financial reports that completely reflect all know information about a specific budget at that a point in time, e.g. known accruals, stock takes, in year savings or change in service delivery. Identification of variances from budgets and investigation of their reasons, using IT skills to interrogate and manipulate data.

Management Deputise for the Finance Business Partner as and when appropriate. Create reports using excel, access and work to communicate complex financial information to non-finance managers on a regular basis. Assist the Finance Business Partner in the production of monthly reports for the division including forecast information. Manage the work of the divisional corporate management support, participating in appraisals personal reviews and appropriate training and development.

To contribute to reviewing and updating departmental procedures and processes with a view to improving the effectiveness of the department and the services provided. To liaise with the Trusts internal and external auditors when appropriate to ensure they receive a full and timely response to any queries. SECTION 2- KNOWLEDGE AND SKILLS Freedom to Act The post holder has freedom to act and work autonomously, guided by national policy and frameworks but will be required to interpret these Mental Effort The post holder will have an unpredictable work pattern and be likely to be interrupted and required to reprioritise at short notice. However, there will be occasional periods of long concentration required whilst analysing complex financial data or writing complex reports.

Responsibility for Information resources Constantly reviews, updates, upgrades and introduces new systems for managing the financial and accounting practices within the Divisional Financial Management section of the finance department. Responsibility for Research and Development Undertakes surveys or audits to improve financial and accounting services SECTION 3- EFFORT AND ENVIRONMENT Physical Effort The post will involve light physical effort but a significant part of the day may be spent at a computer Emotional Effort The post holder will be required to deal with potentially difficult staff issues such as disciplinary or grievance issues. The post holder may have to present contentious issues to staff, managers, Board Directors or Auditors including cost and efficiency projects, service redesign issues or organisational reform. Responsibility for Human Resources Responsible for the line management of all the staff in the Divisional Financial Management
