The Role

The Risk and Compliance Oversight Division (R&CO) performs the second line of defence function in the FCA. R&CO help the FCA identify, assess, and report risks that threaten the FCA's ability to deliver its statutory objectives. The Division is responsible for:

- Defining and owning the FCA Risk Management Framework;
- Providing ongoing guidance and oversight of risk management across the FCA;
- Enterprise-wide risk analysis and reporting;
- Delivery of Regulatory Investigations and Assurance;
- Compliance Oversight; and
- Complaints.

This is an exciting time for the team as we look to implement an updated Risk Management Framework across the FCA and embed the associated behaviours and culture. The work of the team is strongly supported by Executive and Board committees and we work with the broader Operations department to report to them regularly on progress and issues.

This is a high-profile role which requires a mix of delivery focus, business engagement and technical risk skills.

We are looking for a driven and high calibre senior associate with potential to develop and grow.

What does the role involve? What are the key responsibilities?
- Supporting the development and maintenance of the FCA’s Risk Management Framework (RMF);
- Providing technical support on the FCA’s Risk System (CammsRisk) to colleagues in Risk and Compliance Oversight and the wider organisation. This includes, but is not limited to, answering questions, fulfilling business admins tasks (e.g. updating permissions) and escalating system issues for resolution;
- Helping the business use the Risk Management Framework to identify and understand risks (including the strength of the control environment) and to put in place appropriate mitigation;
- Actively promoting a culture of risk management through advice and training, including advice on the delivery of operational and behavioural change;
- Providing analysis and insight to colleagues in Risk and Compliance Oversight and the wider organisation;
- Contributing and building reports for executive and Board level committees; and
- working with colleagues in Risk and Compliance Oversight, Risk Advisory and the wider organisation to ensure the RMF and supporting infrastructure are appropriated communicated, understood and embedded in day to day business processes.

The individual will work on a varied set of tasks and deliverables in the team. This includes having the opportunity to lead on important projects shaping the second line view and shaping the organisational approach to risk management.

You will have a pivotal role and numerous opportunities where you’ll be empowered to shape the approach and outcomes of risk management initiatives.

You’ll also work continuously with colleagues both within R&CO and across the FCA to deliver these initiatives.

Which minimum, essential and desirable skills are required?

Minimum
- Experience of working in a Risk Function within a large/complex organisation;
- Significant knowledge and experience of Risk Management Frameworks, methodologies and emerging practices (design, development and implementation);
- Demonstrable experience of providing risk management training to others;
- Excellent Excel, Word and PowerPoint skills;
- Excellent written communication skills; and
- Demonstrable experience in delivering projects end to end (including managing project timelines etc).

Essential
- Ability to lead projects and take responsibility for decisions and actions;
- Ability to understand others' perspectives while persuasively presenting your own views in order to find mutually agreeable solutions;
- Demonstrable experience of working with risk systems and how they are used to support risk and control assessments, risk event (incident) management and Key Risk Indicators;
- A flexible approach to the way you work and what you work on, and the ability to work in a changing environment including delivering at pace to tight deadlines;
- Excellent stakeholder management skills with the ability to promote productive working relationships with other divisions; able to understand others' perspectives while persuasively presenting your own views in order to find mutually agreeable solutions;
- Good understanding of the FCA, and its approach to regulation;
- Ability to quickly assimilate and analyse detailed information to form prioritised judgements and identify potential risks;
- Experience of analytical thinking and an ability to leverage the development of data outputs for analysis and insights;
- Self-motivated with a proactive approach to work; able to use own initiative to identify potential issues and suggest solutions; and
- Well organised and able to work on several different tasks at the same time.

Desirable
- IRM Certification / Advanced Diploma in Risk Management or equivalent;
- Significant knowledge of the FCA Risk Management Framework and its key components;
- System administration experience;
- Good knowledge of FCA syste
