**Description of Non-personal Services**
1.1. The Contractor shall perform the duties of Community Readiness Consultant in support of
the Family Services and Sustainment Flight (422 ABS/FSA) at RAF Croughton, United
Kingdom. All work shall be performed in accordance with federal, local rules and regulations,
and this Performance Work Statement (PWS).
1.2. The main duty of the Community Readiness Consultant is to support Airman and their
families with readiness, resilience, transition assistance and resource and referral
services/support. Contractor will perform as liaison for 422 ABS/FSA Sustainment & Family
Services Flight and the RAF Croughton community. The contractor shall communicate and
promote all A&FRC programs and core services to the RAF Croughton community. These
services include but are not limited to: Loan Locker services, Community Attic program, Hearts
Apart Events, AF Sponsorship program, Newcomers Support Services, Information and Referral,
Transition Assistance, Smooth Moves, Pre-deployment and Reintegration briefings, and other
programs considered A&FRC core services. These services are also outlined in Chapter 2 of AFI
36-3009 Airman and Family Readiness Centers.
1.3. The Community Readiness Consultant, along with 422 ABS/FSA, will assist the 422nd Air
Base Group (ABG) Commander's programs for the health, welfare and mission readiness of
RAFCroughton' s military community and their eligible family members.

**2. Contractor Qualifications**
2.1. Excellent customer service and verbal and written communication skills are essential. The
contractor must be capable of communicate effectively in the English language. The contractor
personnel must have a clear understanding of all aspects of Air Force Airman & Family
Readiness Center services. The contractor shall have previous experience performing in an
administrative or customer service role.
2.2 The Contractor must have a minimum of a High School Diploma or equivalent.
2.3 The contractor must be familiar on how to use a personal computer and have basic
knowledge on various Microsoft programs such as MS Word, Excel, Publisher, PowerPoint and
Adobe Acrobat. The contractor must also be familiar in navigating Web sites, social media sites,
and perform searches on the Internet.
2.4 The contractor must not be a current employee of the United States Government due to
potential conflict of interest.

**3. Specific Duties**
3.1. The Community Readiness Consultant shall administer and coordinate A&FRC programs in
support of the 422nd ABG Commander's program as outlined in Chapter 1 of AFI 36-3009.
3.2. The contractor shall deliver professional and courteous customer service. All services
provided by the Community Readiness Consultant is covered under the Privacy Act and shall be
considered confidential, except for some instances which may be excluded by regulation.
3.3. The contractor shall be responsible for the dissemination of information such as local
services and resources offered by the A&FRC to the RAF Croughton community. The contractor
shall also be responsible for coordinating and facilitating classes, seminars, and workshops as
outlined in section 1.2 of this document, and coordinating /facilitating these with RAF Alconbury
423 FSS/FSH when applicable.
3.4. The contractor shall be an Ad Hoc member and attend Community Action Team (CAT)
meetings. The contractor is expected to offer solutions based from the Community Readiness
perspective during the meetings. The contractor shall maintain a record of all services provided
to the community under the Community Readiness Program.
3.5. The contractor in coordination with the Relocation Core Compliance Expert staff will
maintain the Military Home Front's Plan My Move database and keep it up to date.
3.6. The contractor shall assist customers in completing the necessary paperwork for the Loan
Locker program. The contractor shall ensure that loaned items are tracked, in a serviceable
condition, and returned on-time. The contractor shall check that all loaned items are clean prior
to returning to the inventory. The Loan Locker program items must be maintained at adequate
quantities based on annual usage patterns.
3.7. In coordination with the A&FRC, conduct pre-deployment and reintegration briefings. The
contractor shall facilitate events for the Hearts Apart program for eligible families of deployed
members.
3.8. The Community Readiness Consultant shall attend speaking events such as Commander's
calls, Spouses' groups, etc. and post on the A&FRC's social media page to promote programs
similar to those found in paragraph 1.2.
3.9. The contractor shall work in coordination with the local Command Support Staff with
regards to new incoming personnel to RAF Croughton. The contractor shall send invites and host
briefings in support of the Newcomers Program. The contractor shall review and maintain the
schedule of the said program.
3.10. The contractor shall provide training in support of Air Force Sponsor
