**A bit about the role...**:
Working in a team with Jayne Black, our Assistant Director for Guarantees and Product Development, as well as Alex Ingram, the Head of Housing Guarantees Transactions, the Head of Housing Guarantees Schemes will play a critical role in ensuring that Homes England is an effective programme partner for DLUHC in the delivery of its Housing Guarantee Schemes.

These schemes are operated by private sector delivery partners under licence from DLUHC. The delivery partner raises long term debt from institutional investors - usually via public bond issuances - on-lends this to developers of specialist Build to Rent and Affordable Housing, and manages the loans over their term (which can be up to 30 years). Because government (via the secretary of state for DLUHC) guarantees that investors will get paid on time, it is less risky for investors than lending directly to the developers and the guarantor is the one who bears the risk that borrowers won’t make their payments on time.

This reduces the interest rate developers have to pay, making projects and business plans more viable. Homes England manages the licences with the delivery partners on DLUHC’s behalf, and the Head of Guarantees Schemes will sit at the heart of the relationship between the private sector partners, DLUHC and Homes England’s internal stakeholders.

Working with key stakeholders and a professional risk team you will ensure efficient, consistent and effective resolution of issues that arise under the licences, and the have the opportunity to help create a sustainable platform for the long-term operation of the guarantees schemes.

**A bit about you**:
You'll be comfortable being involved in discussion about, and often guiding the delivery partners and DLUHC through, potentially complex issues that arise under the licence agreements. This will require you to use your understanding of how debt capital markets work, how borrower/lender relationships function, what risks DLUHC faces as guarantor, how to navigate government approval processes and the logistics of providing government guarantees, often within a very tight timeframe.
