**Job description**:
It’s an exciting time to join the MCA with this interesting opportunity to get involved with and drive change within training, education and examination, as the Technical Advisor (Technical Operations) Fishing within the Directorate of UK Maritime Services (UKMS).

UKMS responsibilities include the survey and inspection of UK ships and foreign flagged vessels in UK waters as well as the promotion and implementation of UK safety, environmental and navigational regulatory regimes and the development & implementation of policy in relation to competency standards, Seafarer Training Certification and Watchkeeping (STCW), officer certification, safe manning, radio training & SMarT; promoting the health and safety of seafarers by providing for seafarer medical examinations and by supporting safe working practices on board ship.

Reporting to the Head of Examiners, you will play a key role in management and strategic direction of the Seafarer Training & Certification Branch to ensure that the provisions of STCW-Fishing (F), relevant Codes of Practice and national regulations are correctly implemented and applied.

Your primary focus will be new fishing training and certification regulations. Working with stakeholders, you will implement the new regulatory instruments aimed at incorporating the STCW-F international Convention requirements and introduce new provisions for mandatory training and assessment for smaller fishing vessels.

This is fantastic opportunity to take up a new and significant role to really make a difference to safety. Fishing is one of the most dangerous occupations in the UK and indeed the rest of the world. In line the MCA's goal to drive fundamental change and improve safety in the fishing sector, you will play a key part to help implement a culture of safety management and safe operations onboard fishing vessels.

The UK Seafarers Services Team are at the start of a significant change journey and this role will also be instrumental in modernising the Fishers training and Certification system.

Working with the UK International Liaison Branch, Examiners, industry representatives and the Fishing Policy lead you will coordinate the UK's input into the IMO review of STCW-F, directly contributing to enhancing the safety of Fishers on a global stage.

This role will be based in one of the advertised offices. MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work. Details of the arrangement will be discussed further with your line manager.

There will be a requirement for travel on official duty within the UK and overseas or offshore, which may involve overnight stays away from home. A passport valid for international travel is required as well as a full driving licence valid for driving in the UK.

Responsibilities include but are not limited to:

- Developing and implementing seafarer training and certification regulations for fishers. This will include the implementation of STCW-F and the new mandatory training for skipper on vessel under 16.5 meters.
- Working with the UK International Liaison Branch, Examiners, industry representatives and the Fishing Policy lead you will coordinate the UK's input into the IMO review of STCW-F and will represent UK in STCW-F working groups.
