This is an exciting opportunity to join the Policy and Commissioning service of the HSCP to lead and manage a busy, diverse team, for adult services, providing advice and guidance on the processes associated to procurement, policy contract management and commissioning.

Professional representation of the team to the HSCP, PKC, and other organisations as required and to provide accurate and timely feedback on changes or requirements that impact on the work capacity of the team. You will work to the principles of continuous improvement, professionalism, integrity and best value for the role of the team and as an individual. Working in partnership with other Team Leaders in the team and across the partnership. You will co-ordinate and lead the Policy & Commissioning input into HSCP and PKC priorities as required. Assist in developing a team which is flexible, accessible, approachable and solutions focused.

You will have a passion for improving quality of care, be solution focused and have extensive experience of working within a contract management environment that demonstrates knowledge and understanding of contract management, contract administration and contract terms and conditions.

It would be advantageous and desirable if you have experience of working in a health role capacity. You will have the ability to ensure there are appropriate, sufficient, and effective communication channels in place for the team, service and organisation. You will be able to contribute to the development and design of policies to ensure commissioned services’ objectives are aligned to the strategic priorities of the HSCP. Proven ability to communicate complex and potentially contentious information in a way that is able to meet the needs of a variety of stakeholders, both internally and externally.

**The Individual**:
You will have skills to develop, motivate, inspire and manage the performance of the team and have the ability to undertake supervision through one to one support meetings for team members, that also helps to ensure that the training and developmental needs of the team are met, as appropriate and as planned within the regular one to one meetings. Undertake line management duties for team members including authorising leave, managing sickness absence, managing discipline and carrying out performance review and development. Experience to allocate, supervise and assess the priority of work of the team while acting as a support and mentor to team members. You will possess a detailed working knowledge and experience of relevant current legislation and practice in Policy and Commissioning and have significant experience of negotiating and evaluating contracts that have a variety of specifications covering provision of complex needs. Knowledge and experience of the end-to-end Procurement process and the evaluation of tenders and selection of providers/suppliers would be desirable. You will have a solutions-based management approach to the work and people of the team to support the HSCP and PKC contracts across all of Perth & Kinross and have an understanding of the role of Elected Members and the decision-making structures within the PKC and HSCP.
