This role sits in Programme & Contract Management (PCM) within the Major Projects and Programme Delivery (MPPD) directorate. The Programme Specialist is a senior position, working alongside the Delivery Manager and Programme Manager(s). The role holder has several functions: line management of Project Team Managers; business planning; production of the delivery workload plan & ensuring sufficient budget and resource to deliver it; strategic workforce planning; recruitment, onboarding of new PTMs; training, coaching and mentoring of staff; performance management of the integrated delivery team, and trouble-shooting and escalation of project issues to the national team.
- You will have the ability to build a great working environment to bring the best out of high performing teams, encouraging the integrated delivery team to work collaboratively and effectively with their clients and partners to deliver cost effective Flood & Coastal Erosion Risk Management (FCRM) projects. You will support your team with project, contract and risk management decisions.
- You’ll use your interpersonal skills to build and develop a resilient network of working relationships with other team leaders across the organisation, facilitating smooth working for your team’s projects. You will oversee your hub’s programme and track performance, putting in measures to rectify as and when needed.

The team
- Each PCM hub is led by a Delivery Manager overseeing between 70-120 staff, supported by Programme Specialists, Programme Managers and Project Team Managers (PTM). Each PTM manages 8-15 Project Executives, Project Managers and Project Support Officers who manage the day-to-day delivery of projects within our flood & coastal erosion risk management programme using our framework suppliers. Other internal roles forming part of our integrated delivery teams including commercial, environmental, asset managers, financial, estates, and legal.

Experience/skills required
- You’ll have a degree in an engineering, environmental or geography related discipline. You should have had training in project, programme and contract management but may have also had some in business management, HR, or similar.
- You will have technical knowledge in areas such as flood and coastal erosion risk management, business case development, scheduling, programme management, cost monitoring/forecasting, scope preparation, feasibility assessment, engineering design or construction.
- You’ll have several years of experience in a project or contract management environment, ideally on engineering/construction projects. You’ll have experience of managing teams, preferably technical teams working in project management, asset management or similar. You will have a track record for delivering results through your team with a skill for escalating and resolving complex issues.
- You’ll have experience managing a range of stakeholders, and you’ll use your strong interpersonal and influencing skills to create a collaborative environment that delivers the organisation’s strategic ambitions.
