**Job summary**:
The Force Generation (FGen) Business Unit provides the Royal Navy’s Scheduling Authority, In-Service Capability Management, an Intelligent Customer function and discharges legislative Duty Holding Responsibilities/Risk to Life management. The Director (Dir) FGen, as a 2*s portfolio includes 10x 1* areas and is approx. 46% of the Royal Navy in terms of workforce.
FGen contributes to achieving the Defence Tasks set out each year in the Defence Plan and key activity & deliverables set out in the annual Royal Navy Command Plan.
The FGen Command Group supports Director FGen in his effective management of the 2* Business Area, through the provision of functions and services. The Command Group is made up of various disciplines, including the 2* Safety and Environmental Protection Management Lead whom coordinates SEMP and input to and actions from the Navy Safety and Environmental Board.
The Portfolio Team provides agreed portfolio management practices and governance that provides structure for delivery of the combined change and Business as Usual activities in; Management Control, Risk, Dependencies and Assumptions.
FGen is responsible for the generation of Naval Force Elements at Readiness, including the management of Naval Bases and their associated Dockyard Ports. Port Operations (Compliance and Assurance) (PO(CA)), will be supported by the HEO lead and is led by Captain Port Operations Capt Port Ops). This Independently inspects and assures the safe operation of MOD Ports, Harbours and Marine Facilities in accordance with Defence Maritime Regulations.

**Job description**:
As the Health, Safety, and Environmental SO1, your primary responsibility will be to ensure the highest standards of health, safety, and environmental compliance across Royal Navy operations within the Ministry of Defence. You will be entrusted with safeguarding the well-being of personnel, preserving the environment, and
maintaining operational efficiency through effective risk management and safety protocols.
The FGen SO1 Safety SEO is the directorates lead on all safety matters and safe operations across all sites. This considers adherence to plan, risk identification and mitigation, in addition to governance of projects in relation to any safety or related plans to operations or activity.

As part of the Duly Authorised Organisation (DAO) working under a Charter issued by the Defence Maritime Regulator, the SO1 Safety contributes to the planning, execution, delivery, and reporting of Level 2 assurance audits of 30+ Defence Marine Facilities in the UK and globally, supported by the PO(CA).

**Technical/Qualification**:
- Essential Minima [Pre-Appointment]. NEBOSH General certificate or equivalent in Health and Safety;
or Environmental Protection.
- Desirable. NEBOSH Diploma or equivalent.
- Desirable. Maritime Auditor / Lead Auditor.
- Desirable. HSEP 1.1 Management of HSEP in Defence - HSEP Experienced Practitioner
- Desirable. HSEP 2.1 and/or 3.1 Providing HSEP Advice and Support - HSEP Experienced Practitioner
**Experience**
- Previous experience in delivering a lead safety or environmental protection role within a large
organisation.
