The Regional Delivery Accommodation (RDA) PFI Housing Estate Officer is the focal point for Private Finance Initiative Families Accommodation within the Central Region team and responsible for ensuring the PFI Industry Partner adhere and conform with all agreed processes and operating procedures for managing the delivery of the housing service within a dedicated geographical area of responsibility. The PFI Housing Estate Officer will assure the contractor works in accordance with Departmental policy and within the appropriate delegations. This is achieved via a team of dedicated housing delivery staff and with the appropriate resources for which the post holder is responsible.

Working with both PFI industry partners, contractors, and financial/ commercial teams to deliver a high standard of homes to Service Families. The role includes carrying out customer facing occupancy management duties, including moving families in and out of properties within the Ipswich/Colchester areas, in occupancy visits, void management, attending regular meetings with the PFI contractor, carrying out an assurance role and local liaison with key stakeholders. There is also line management responsibility for the Regional Support Officer based at Wyton.

The role includes some lone working and whilst it is based at Wyton, DIO embraces hybrid working and travel around sites predominantly within the Colchester/ Ipswich areas plus monthly travel to the West Midlands PFI contractor will be required. Transport can be provided from base.

This is the only Regional PFI role and therefore a great opportunity for the right individual to further develop the existing post.

**Person specification**:
The PFI Housing Estate Officer will demonstrate the following;
**Leadership & Management of Regional Delivery Accommodation**
- Demonstrate a personal commitment to DIO Guiding Principals
- Ensure compliance with mandatory requirements i.e., Mandatory training
- Promote strong working relationships both within the team, with other teams across the MoD and with Industry Partners

**Contract Management**
- Support the Authority PFI Representative (APR) in delivery of duties and responsibilities for the PFI contract and where necessary other housing contracts within area of responsibility law delegations, departmental policy, guidelines, and instruction.
- Assure delivery of PFI Services and other contracts service delivery. Carry out assurance checks and contribute to PFI Audits as directed.
- Attend and support performance management meetings providing reports to the APR and HQ representatives.
- Carry out risk-based checks as directed of the contracted activities within delegations, departmental policy, guidelines, and instructions
- Support Regional colleagues with Contract Management activities within the housing area including the management of additional works
- Carry out any contract management duties (as delegated) in support of delivery of services in support of line management. Including the management and organisation of all appointments in conjunction with Occupancy Services

**Occupancy Management**
- Undertake Total Patch Management within area of responsibility travelling to site to review condition.
- Support the resolution of area level occupancy complaints.
- Undertake assurance of the Industry Partner and PFI contractor for move appointment activities and occupant interaction. Liaise with Industry Partner Occupancy Services helpdesk assuring the responsibilities of moving families, including Inventory of Defence Accommodation Stores (DAS) has been completed.
