**Job summary**

OWLS CIC would love to hear from IM&T professionals who are interested in working with forward thinking Primary Care Networks (PCNs) across West Lancashire and have an expert knowledge of EMIS clinical systems. Transformation is essential to support improved access to care for patients by facilitating the adoption and/or optimisation of new technology and other initiatives to improve the care offer. Digital transformation will enable staff to work effectively, deliver care at-scale and support the overall sustainability of general practice services, and the Digital Transformational team will be key to achieving this.

**About us**

OWLS CIC is the West Lancashire GP Federation, a not-for-profit organisation delivering services for primary care in West Lancashire. OWLS CIC was founded in the 90s by a small group of General Practitioners, with the main aim of ensuring high quality out of hours services. In 2017 it transitioned to become the GP Federation to support and provide services for its practices and to offer a vehicle so that local GPs had an opportunity to bid for, and provide, innovative primary care services in their local area, improving the health of the people of West Lancashire. As a not-for-profit organisation, all money generated through service contracts is invested back into providing patient care.

**RELATIONSHIPS**

The post-holder will work closely with the member practices and their staff, PCN Clinical Directors, OWLS Primary Care Network Managers, OWLS Executive Team and other stakeholders.

**JOB PURPOSE**

OWLS CIC as the GP Federation for General Practice across West Lancashire is bringing together a team of suitably qualified and experienced individuals to support the digital transformation of general practice.

The purpose of this role is to:

- Support Primary Care Networks to identify and plan improvements
- Deliver quality improvement projects and support staff at all levels in the PCN to take forward change
- Work with Integrated Care Systems to design strategies and approaches to improvements
- Improve the induction and the use of existing and new technology to deliver benefits to patients and staff
- Support integration within the Primary Care Network and wider system
- Use data to identify opportunities and to drive improvements in care quality and experience

**Key Responsibilities**

The role will encompass the delivery of the following responsibilities:

- **Analytics and Data Management**_

The post holder must understand and use data to drive improvement and assess impacts. These skills will be used to:

- Take a data-driven approach, looking at evidence and information available to support understanding of challenges, identify possible solutions and track the impacts of changes that have been made.
- Bring together data from various sources and use information to develop insights into working practices, effectively tailoring content to meet the audience's needs.
- Effectively present and communicate data to practices and PCN staff at all levels to increase understanding of operational challenges
- Interpret data and highlight variation to support open discussion about where variation is and is not warranted
- Help PCN and practice staff understand the limitations of particular data sets and where other information may be available to supplement understanding of issues
- Support and encourage a focus on data in understanding the effectiveness of changes made
- Seek and secure analytical resources to support the PCN in developing and implementing appropriate data and information-sharing mechanisms
- Use data to track and assess the impact of changes made to operational processes and to track trends and developments over time.
- Identify opportunities to improve the efficiency of clinical and non-clinical process
- Understand demand, capacity and activity and drive improvements in patient experience of access
- Use data and insight, and improve data quality, to support
- QOF
- Investment and Impact Funding (IIF)
- Population health management
- Understanding of the type and intensity of support/training needs of the PCN and coordinate this support
- Neighbourhood and place-based working
- Clinically led innovation and adoption of improvement
- **Digital Access/Project Management**_

The postholder will project manage the wider and/or improved utilisation of digital tools such as:

- Online consultations
- Online registrations
- Website use
- App use (NHS App and other available healthcare apps)
- Cloud Telephony (if applicable)
- Business Intelligence tools
- Remote monitoring of patient conditions
- Sharing best practice and aligning digital tools across the PCNs, developing PCN, West Lancashire and ICB approaches.
