**Job summary**:
We are looking for an inspirational Chief Operating Officer who can lead effectively across a wide range of professions and functions drawing out the best from your expert and high-performing Group. You will have direct responsibility for a large-scale COO function and a significant budget. The COO function comprises of a large and complex portfolio covering Finance, Business Services & Security; Digital Data & Technology; Human Resources; Communications & Marketing; Project Delivery & Change, Commercial directorates, the Overseas Network and our 26 Partner Bodies.

Reporting to the Permanent Secretary, you’ll be an integral part of the Executive Committee, helping to achieve our goals through the design and delivery of an effective operating model. To flourish in this position, you will be experienced in leading in a large corporate role; passionate about people and skills development; enthusiastic about the difference that digital and technology can make and committed to good governance.

**Job description**:

- Providing strategic leadership as a Member of the Executive Committee and Departmental Board
- Setting direction for Corporate Services, driving up capability, efficiency and functional standards and providing expert support to the organisation including through chairing key governance boards
- Contributing to the broader leadership of the Civil Service and promoting the Civil Service Reform agenda as a member of the Civil Service Operations Board and the Cross Whitehall Chief Operating Officer's Network
- Leading and shaping the Department’s approach to finance in the context of creating a Modern Civil Service
- Working with our 26 Partner Organisations to deliver our purpose
- Collaborating and negotiating with key stakeholders including HM Treasury and the Cabinet Office through major fiscal events (e.g., budgets, Spending Reviews) and playing a key role in financial management, governance and controls
- Acting as the principal adviser to the Permanent Secretary in their role as Accounting Officer on the overall financial spend of the department and on key regulatory and propriety issues
- Sponsoring the department's Places for Growth programme, designed to relocate Civil Service roles out of London to the regions and nations of the UK

**Demonstrable Experience**
- Visible and engaging leadership across a diverse and geographically dispersed organisation, building capability and engaging and motivating a senior team to deliver a complex programme of work at pace
- High level communication and influencing skills, demonstrating credibility with stakeholders including at Board level and outstanding ability to work across organisational boundaries
- A proven track record of driving value for money and efficiency including through digital transformation and data driven insight
- Effective governance and decision making, internal control and risk management
- A proven track record of planning and successfully delivering large-scale projects, procurements and change programmes
- Managing large-scale and complex budgets, with a successful track record of strategic financial planning, managing large and complex budgets and ideally holding a finance qualification (CCAB, CIMA or equivalent)
