The Head of EPRR is a new role sitting within the Integration Directorate.

The role will provide a strategic approach to EPRR that is aligned with organisational and system priorities, horizon scanning and effective risk management. The role will be central to ICB and system incident response and EPRR planning. The individual will support the Delivery Director with resilience management and as such, build and maintain extensive networks internal and external to the ICB, including EPRR and LRF colleagues as well as operational areas i.e. communications, capacity and planning, urgent and emergency care, planned care, workforce, Public Health and social care. The individual will lead the provision of an efficient, effective and high quality professional and well-planned work programme for the Emergency Preparedness, Resilience and Response (EPRR) service capable of meeting all statutory, regulatory and NHS requirements ensuring alignment with the risks and priorities of the ICB and system. The Head of EPRR will also be take a lead role in the co-ordination of incident response in line with the ICB Incident Response Plan.
- Work to the Accountable Emergency Officer (AEO) ensuring that the AEO is continually informed and that all statutory, regulatory and operational EPRR responsibilities are undertaken
- Lead on the development and co-ordination of all aspects of EPRR for the ICB
- Lead on business continuity for the ICB
- Lead on the effective management of the LHRP ensuring a strategic approach to EPRR across the system aligned with priorities and levels of risk.
- Facilitate and support the ICB’s response to major incidents and emergencies as appropriate, acting as a specialist knowledge resource in all aspects of emergency planning offering detailed advice across the ICB and external partner organisations.
- Manage EPRR corporate processes to provide assurance to the Board that the ICB complies with relevant legislation and guidance as identified by the NHS Core Standards for EPRR.
- Where required by the Chief Nurse and Delivery Director, to take a lead role in areas relating to Health Protection.

The Head of EPRR will be part of the Delivery team within the Integration Directorate (one of four directorates in the ICB). The role is responsible to the Accountable Emergency Officer and will report into the new role of Delivery Director. The Head of EPRR is supported by a strong team that includes an EPRR Manager and EPRR Officer.

Key Working Relationships
- Operate effectively in a demanding environment and proactively engage with staff at all levels across the ICB, Local Authorities and in provider organisations.
- Lead on senior level relationships with relevant colleagues at NHSE, including representing and deputising for the AEO as required in NHSE forums and groups.
- Provide and receive highly complex, sensitive and contentious information and presenting information to a wide range of stakeholders in a formal setting.
- Working autonomously whilst ensuring that the AEO is continually briefed and assured on EPRR arrangements. As such, the role will work directly to the Delivery Director to ensure that decision making and planning are embedded in operational and organisational priorities and support the AEO in delivering to EPRR core standards and duties.

- Lead on relevant internal and external working groups/projects, services and initiatives to provide EPRR insight as well as information and analytical advice and expertise.
- Present verbal, written and numerical information and issues, explaining complexities, to a wide range of internal and external stakeholders.

Functional Responsibilities

- Lead and manage the team with a direct reporting line to the AEO specifically in relation to assurance and highlighting risks in relation to incident management.
- To maintain robust relationships with NHSE, ensuring that there is a robust and effective process for core standards and ongoing reporting and facilitation on key business and incident priorities.
- To take an analytical approach, leading and presenting in relevant groups on effective horizon scanning and risk management in relation to incidents and system resilience.
- Lead responsibility for the LHRP and sub-groups.

- Maintain robust reporting structures to the ICB Audit and Risk Committee and Board as per statutory responsibilities.
- To be on-call and prepared to support the response to incidents outside of core working hours.
- Supporting all teams across the ICB to understand and hold relevant responsibility in relation to EPRR.
