Project Officer

**PURPOSE**
To take a lead role in the design, development and commissioning, and where appropriate delivery of high-quality, cost-effective organisational development and culture change strategies and solutions which support and underpin the wider directorate and council priorities.
To lead and manage projects that support managers and staff in the shaping and delivery of continuous improvement activity. Support the programme in meeting national and local reporting requirements.
**Main duties and responsibilities**
1. Provide intelligence and improvement insight and advice and guidance to inform learning, development and organisational design to shape the delivery and commissioning of services, and their ongoing performance and quality assurance.
2. To advise and support senior managers in the implementation and management of organisational change to include effectively managing talent and best practice succession planning approaches.
3. Provide accurate, timely, consistent and relevant information and analysis for both strategic and operational purposes.
4. Interpret and analyse national, regional and sub-regional benchmarking information.
5. Provide a link to operational teams to inform future service planning and business delivery.
6. Work with managers and senior stakeholders to scope, design and deliver continuous improvement activity and interventions that will upskill staff to deliver the service objectives and meet the change agenda.
**Qualifications**:
- Professionally qualified / relevant academic (or vocational equivalent) and / or substantial experience
**Experience**
- Experience in designing change programmes and organisational design interventions
- Experience in working with services to design and deliver continuous improvement activity
- Experience of project management
- Experience of working in an organisation of similar scale and complexity to the Children and Young People’s Department
- Experience of planning and supporting projects and programmes to support specialist departmental priorities and initiatives
- Experience of working with external agencies and partner organisations

- Sound analytical and problem-solving capability
- Highly developed interpersonal skills to build effective working relationships with key stakeholders
- Ability to plan and organise a range of activities and priorities within a focused area of service, whilst remaining flexible to changing demands
- Self-motivation and the ability to work on your own initiative
- Ability to analyse workforce information, identify trends and issues and recommend and implement solutions
**Job Types**: Full-time, Temp to perm
**Salary**: From £18.00 per hour
Expected hours: 35 per week
