To provide senior level research and insight support to help meet the requirements of the new HDRC development year project and ensure the HDRC moves to successful establishment. In conjunction with the Business Partner, to manage any HDRC initial survey insight requirements, working with the consultation and community engagement teams as required, related to the wider determinants of health. To produce and develop a range of statistical information and reports to support the HDRC development year. To deliver the initial project reporting and returns requirements related to the HDRC development year and internal project progress requirements working with the HDRC project manager.

To support the establishment of appropriate HDRC research guidelines, best practice through research, and development of new approaches. To support relevant activity in the Development year work plan related to understanding and producing a research environment plan, RKE strategy, research workforce development, community engagement approaches and research governance arrangements and information systems. In line with the councils policies and values, support the development and delivery of customer focused, high quality research and insight support for the HDRC project. 2.

Support the provision of high quality business intelligence support to the HDRC Business Partner and relevant senior project leads through appropriate communication and dialogue. 3. Support organisational culture change by driving innovation, service transformation and continuous improvement in research activity. 4.

Ensure the Equality, Diversity and Human Rights considerations are an integral part of HDRC and business intelligence activities. Main Duties and Responsibilities General 5. Support effective relationship management arrangements with other LCC Departments, universities, health agencies and partners (where appropriate). 6.

Identify opportunities to promote research and evidence-based decision making throughout the organisation, including supporting managers to ask the right questions at the right time. 7. Identify opportunities to improve the relevance and efficiency of research and business intelligence activity, including through co-production of reports/dashboards and automating or streamlining processes and new research guidance and approaches. 8.

Provide strategic research, insight and advice by developing and sustaining effective working relationships. 9. Develop and promote the role and added value of the HDRC Project and Business Intelligence Service within and beyond the council. 10.

Flexible and adaptable approach to doing what needs to be done. Main Duties and Responsibilities Specific 11. Support on delivering senior research and insight officer aspects of the HDRC Development year work plan. To ensure that all work is of good quality and meets the needs of the HDRC team and the requirements of the corporate and external reporting frameworks.

12. In conjunction with the Business Partner, to manage any HDRC initial survey insight requirements, working with the consultation and community engagement teams as required, related to the wider determinants of health. 13. To deliver the initial project reporting and returns requirements related to the HDRC Development year and internal project progress requirements working with the HDRC Project Manager.

14. To support the establishment of appropriate HDRC research guidelines, best practice through research, and development of new approaches. 15. To help communicate the HDRC role and purpose to stakeholders by supporting the overall project communications approach.

16. Provide support to ensure that the approach taken to research, data quality, analysis, forecasting, and research reporting for HDRC is consistent and robust. 17. Ensure that appropriate data capture, monitoring, milestone actions and reporting systems are in place to meet HDRC reporting, inspection, and local requirements.

18. Provide advice and guidance on emerging HDRC project issues to managers and ensure that appropriate research and intelligence is produced. 19. Help develop HDRC project research, business intelligence and reporting systems that support data quality and insight and enable outcomes to be analysed and reported.

20. Assist in identifying and monitoring of key metrics to evaluate the impact of research activity and changes. 21. Support development and implementation of systems related to RKE, data use, secure data environments, CPD opportunities, and research information systems.

Special Factors The nature of the work may involve the jobholder carrying out work outside of normal working hours. The postholder may be required to attend from time to time, training courses, conferences, seminars or other meetings as required by his/her own training needs and the needs of the service. Expenses will be paid in accordance with the Local Conditions of Service.
