As an organisation we support flexible working. This role allows hybrid working (a mix of home and office working) and a working pattern suitable for you can be discussed on appointment if you are successful.

You will be contracted to the nearest NRW office to your home, of which you will be required to attend for regular meetings, training and for one-to-one meetings with your manager. These will be planned in advance.

**Job description**:
It’s an exciting time for Waste Regulation Welsh Governments Beyond Recycling Strategy 2021 highlights that our pathway towards a zero waste, low carbon economy has never been more important. This an opportunity to be part of a new team that will design, develop and implement a programme of waste regulatory reform in response to Welsh Government’s ambitious Programme for Government.

These roles will provide specialist support to embed the programme and project management approach that we are taking. We are looking for a wide range of skills to provide effective communications & stakeholder engagement, project/programme support and the gathering and interpretation of evidence. These roles will be key to delivering and supporting the following areas of reform:

- Digital Waste Tracking Service (WTS)
- Extended Producer Responsibility (EPR) & Deposit Return Scheme (DRS)
- Non-Domestic Premises Recycling Regulations (NDPR)
- Material Facility Regulations (MF)
- Charging Regimes

**Responsibilities**:
Your responsibilities include:

- Take a project/programme management approach to the Waste Regulatory Reform work in line with NRW’s PMO processes.
- Support the team in building effective working relationships and new ways of working with groups from across the organisation to achieve best delivery of corporate objectives.
- Support the technical development of Innovative “regulatory methods”; to deliver the “regulatory outcomes” NRW seeks.
- Interpret data and observations to ensure compliance with regulatory requirements and industry guidelines and advise accordingly.
- Evaluate current and proposed codes, standards, regulations, and guidelines to determine the impact on current and future programs and activities.
- Lead on or support national projects to achieve well planned and managed integrated solutions that progress effective change and improvement in NRW and for business across Wales.
- Required to take part in incident response activities

**Qualifications, experience and knowledge**:
Knowledge and experience of the following:

- Knowledge of Welsh, UK and EU legislation related to your specific sector(s); Welsh, UK government Policy drivers in your specific sector(s).
- Experience in informing and influencing government departments/regulators, preferably on environmental issues.
- Experience in forming and maintaining close links with internal and external partners/stakeholders to deliver the outcomes of both a specific function/project/team and the wider organisation.
- You’ll have good communication skills so that you can convey complex technical and regulatory issues to a wide range of audiences, using strong communication and networking skills to influence, or help deliver outcomes through, partner/stakeholder organisations.
- Be able to work at pace and have a track record of delivery.
- Being innovative and demonstrating drive to achieve targets.
- You will be expected to keep up to date with changing regulatory policy and proposed changes to legislation via membership of a relevant professional body or other equivalent means.

**Welsh language requirements**:
**Essential Level 1** - Able to pronounce Welsh and use basic phrases
