Matron for Children's and Young Persons Community

Key responsibilities Responsible for operational management of designated teams across the service. Responsible for profiling and analysing childrens community nursing caseloads and the allocated resources according to the defined needs of the population and within the West Sussex model of childrens community nursing provision. Implements, monitors and reviews clinical standards within the clinical workload, ensuring all staff are competent in the execution of their clinical workload Identifies, develops and implements clinical protocols, standard operating procedures and guidelines to contribute to improved outcomes for children and families, as part of the long term conditions, complex needs, palliative care and urgent care pathways. Takes a lead on designated elements of clinical nursing for example, infection control and medicines management, medical devices and resuscitation divided between Matrons.
Responsible for the development and management of teams and specialists/advanced practitioners in all aspects of clinical practice, facilitating staff to develop specific areas of nursing expertise and proficiency to meet the needs of the caseload within the available resources Critically evaluates and interprets research findings from a variety of sources making informed judgments and decisions about their significance to practice and service development. Works clinically in a supernumerary capacity on a regular basis, thus acting as a role model by demonstrating expert clinical practice, professional competence authority and credibility. Facilitates training and proficiency/competency for all childrens community nursing staff including relevant clinical skills and risk assessments to deliver safe home nursing and care. Participates in self-appraisal, maintaining managerial and clinical competence and responsible for continually developing own skills and knowledge.
Ensures competence of mentors and NMC Sign off Mentors liaising closely with the education and training teams and education providers. Identifies opportunities for professional development through clinical supervision amongst peers and health professionals. Main tasks Clinical and operational management Identifies complex and longstanding challenges and responds proactively to problem solve and resolve. Contributes to workforce planning and leads on recruitment across area working collaboratively with colleagues to maintain safe staffing levels, delegating appropriately to Team Leaders.
Responsible for the management of individuals and team performance in line with organisational policies and procedures Ensures that the childrens community nursing clinical supervision framework is implemented including facilitating individual or group clinical supervision. Works in collaboration with the General Manager monitoring and actioning decisions in relation to ensuring appropriate nursing skill mix is in place in relation to caseload and activity. Reviews and agrees bank and agency requirements, usage and control bank and agency spend. Responsible for initiating, delegating, implementing and monitoring risk management strategies in accordance with Trust policy within geographical area managed Analyses and presents information, reports and audits results, where appropriate, utilizing a wide and varied range of computer skills Contributes to the workforce development to ensure that staff have the skills and competencies to deliver new service models and care pathways.
Leads where appropriate on investigating complaints and adverse events, facilitating learning from incidents and implementing action plans Undertakes role as lead investigator for serious untoward incidents using root cause analysis Is flexible in maintaining essential service cover for other members of the team during planned and unplanned absence. Deputises for the General Manager for CYP Community Nursing where necessary. Staff management / Development Finance Accountable and responsible for delegated budgets and acts as authorised signatory. Contributes to business objectives and promotes cost improvement programmes for CYP community nursing.
Service development and improvement Contributes to and influences the redesigning of CYP community nursing at a strategic level, undertaking project work and research as required. Responsible for the identification of priorities with regard to new service development and acts as a change agent in implementation. Contributes to the formulation, implementation, monitoring and evaluation of childrens community nursing strategic and operational plans. Critically appraises and evaluates clinical practice through audit and continually strives to improve childrens and families experiences, including the transition process to adult community services.
