**background**:
FPS is a 100% INEOS-owned integrated oil and gas liquid transportation and processing system with a nominal capacity in excess of one million barrels per day serving the central area of the North Sea.
Oil and gas liquids from over 50 offshore fields and St Fergus flow through pipelines into FPS. FPS transports crude oil and gas liquids from offshore and onshore entry points, processes the liquids at Kinneil and redelivers to the customer Forties Blend crude oil at Hound Point and either Raw Gas or fractionated Gas Products at Grangemouth
**job purpose**:
To manage end-to-end Facilities & Estates services for all FPS locations to ensure areas & service provisions are safe, functional, efficient, high-quality and regulatory compliant.
Focal point for Facility and Estate 3rd party service providers ensuring clear leadership, robust risk-management and oversight of business partnering arrangements to ensure all contractual obligations are met via ongoing performance management within agreed budgets.
**principle accountabilities**:
- Work constructively with asset management teams (Inc. landlords) to define and execute the Facilities and Estates management strategy (excluding HQ office) to meet or exceed legislative requirements and business objectives.
- Ensure that Facilities and Estates Management requirements are delivered in line with INEOS internal guidance and industry best practices.
- FPS focal point for all facilities contract related queries, system and operational requirements and performance.
- Leads, advises and project manages small facilities projects to drive strong compliance and value for INEOS FPS, liaising with relevant external stakeholders as required to ensure appropriate permits and consents are granted where required.
- INEOS FPS owner of the offsite land register and relevant building lease agreements (with appropriate support from legal team).
- Works with landlords and service provider to set and optimise, demand of statutory and regulatory preventative maintenance and testing activity for all sites.
- Manages performance of facilities contracts, working closely with vendors and procurement to ensure robust delivery of supplier management, ensuring value and compliance needs are met.
- Chairs periodic contract performance reviews - supporting contractor to meet operational and safety KPIs and embed continuous improvement program.
- Develop and own Management System content in defined areas of accountability.
- Oversees interface arrangements for ‘Amenities’ and Security provision for HQ2 building under inter-company Service Level Agreement (SLA).
- Ensures security systems and infrastructure meets business operational and statutory requirements - focal point for reliability and maintenance of security systems and infrastructure.
- As a cost budget owner, annually set and manage fixed costs to budget for areas of accountability.
- Support development and improvement of work planning and delivery processes, Inc. efficient prioritisation, planning, scheduling and execution of Facilities related activity.
- Undertake periodic assurance activities to verify that works are being performed in line with business processes and contractual requirements e.g. value of work done verification.
- Define, implement and monitor Key Performance Indicators (KPI’s) for all aspects of Facilities and Estates; managing Non-Conformance Reporting (NCRs) and Incidents as required to ensure actions are closed within agreed timescales.

**QUALIFICATIONS, EXPERIENCE, & SKILLS**:
**Minimum Qualifications**
- HNC / HND in Engineering, Construction Management, Project Management, Building Services or equivalent practical experience.
- Membership of relevant professional body (e.g. RICS).
**Minimum Experience**:
- Established track record of building productive working relationships and deploying leadership to manage operational performance across a diverse range of building maintenance, services and remedial activities.
- Track-record of successfully managing and improving a portfolio of buildings in line with UK legislative requirements.
- Experience managing service contracts - oversight, leadership, commercial management and contract performance review.
- Experience and knowledge of providing facilities management to sites with major accident hazards (top tier COMAH sites) would be advantageous.
