The Evaluation & Impact Lead will deliver a programme of work focused on tracking existing benefits and performance metrics, defining and measuring efficiency metrics, evaluating the impact of functional activities as well as leading other ad hoc data, insight and analytical tasks.

This role requires an experienced professional with a good understanding of a range of analytical and evaluation approaches.

**Job description**:
The GCG Data & Analytical Services team provides analytical support to both the GGMF and the Government Commercial Function (GCF). We lead a broad range of analytical projects, from publishing official statistics to economic appraisal and evaluation.

This role leads our Evaluation & Impact pillar, as well as leading a range of ad-hoc analytical projects across the team.

**The responsibilities of this role include**:
**Understand the impact of functional activities**:

- Develop and implement robust methodologies to measure the benefits and impact to define success of new or existing activities;
- Lead the design and delivery of the evaluation of pilot programmes to understand impact and drive continuous improvement;
- Design and implement data collections to gather data required;
- Set clear data standards to ensure that accurate, useful data is captured
- Quality assure data from a range of sources
- Triangulate and draw insights from available primary and secondary evidence
- Utilise learning from analysis to inform and improve services offered.

**Measuring Functional Performance and efficiencies**:

- Develop and track a framework of metrics that can be used to measure performance and efficiencies;
- Leading quarterly reporting of these metrics to Chief Operating Officers;
- Utilising these metrics to drive functional performance, working closely with the Senior Leadership Team (SLT) members;
- Leading the benefits audit process with the Government Internal Audit Agency (GIAA).

**Lead a programme of ad hoc analytical work**:

- Lead ad hoc analytical tasks such as designing and drafting surveys, analysing the data and summarising the key findings;
- Supporting the team with analysing and quality assuring of grants and commercial contracts statistics;
- Push the boundaries of what is possible with the data available, and explore new data sources that could add value. Working with stakeholders across government to prioritise areas of future focus and development.

**Lead development of business cases and economic appraisals**:

- Support the function with drafting and developing business cases to secure funding;
- Lead the development of economic cases and review those developed by others.

They will be responsible for the direct line management of at least two analysts, and matrix manage others on specific projects.

The post holder may be required to carry out other duties within the scope of the grade and within the limits of their skill, competence and training; the post holder may also occasionally be required to carry out responsibilities at a higher level.

**Essential Criteria**:

- You have experience of delivering process and impact evaluations and know how to design an evaluation approach, framework, define metrics and collect data, analyse and triangulate evidence, assess the quality of evidence and claims and draw practical and pragmatic conclusions with limited evidence available.
- You have the ability to actively influence the specification and development of performance measures, metrics and indicators that help define what successful performance looks like, and enables effective monitoring of the performance required to achieve this.
- You can effectively deliver multiple work strands simultaneously to high quality and to meet demanding deadlines. You are able to work with stakeholders to identify their needs and devise a project plan to deliver against their requirements. You can oversee the work of other analysts, including assignin
