The British Army’s estate is complex, diverse and critical to ensuring UK Defence Outputs. Regional Command’s Infrastructure Branch, of which Regional Infrastructure Cell (RIC) South East (SE) is part, is responsible for programming and assuring the delivery of Facilities Management for Army establishments to ensure they remain capable of supporting the user community.

As the HEO Liaison Officer for 11 Brigade (11X) in the RIC SE you will be responsible for obtaining and evaluating establishment needs and priorities, to inform RIC planning and Balance of Investment (BoI) decisions for a budget of £40M+, working closely with the Army customer, Defence Infrastructure Organisation (DIO) and Headquarters Regional Command. You will be heavily supported by the RIC Facilities Management team.The post is based in Aldershot but offers the opportunity to travel around the southeast of England to develop infrastructure requirements for submission into the overall UK programme.The post provides line management to the EO Liaison Officer 11X.

We are looking for a self-motivated person who can work collaboratively with a wide range of military and civilian stakeholders. With a strong eye for detail, you will need to be adept at collating and analysing requirements and information from a variety of sources, and at communicating information effectively to influence others. Behaviours are more important than technical experience to the successful conduct of this post, and you will be able to gain higher-level knowledge and skills in Facilities Management while in role.

This position is advertised at 37 hours per week.

**Job description**:
This is a fantastic opportunity to join the Army’s Regional Infrastructure Cell (RIC) for southeast England We are looking for a liaison officer responsible for obtaining and evaluating establishment needs and priorities, to inform RIC planning and Balance of Investment (BoI) decisions for a budget of £40M+. Working closely with Army users, Defence Infrastructure Organisation (DIO) staff and the Headquarters Regional Command (HQ RC) programmer you will positively impact the lived experience of our personnel. You will be fully supported by the RIC Hard Facilities Management team.

The role is located in Aldershot but occasional travel with overnight stays around London and southeast England will be required to meet directly with Army units and DIO staff to develop their infrastructure requirements for inclusion in the overall programme. A driving license would be advantageous as some of the locations are not easily accessed by public transport.

The Army’s estate is complex, diverse and distributed across the UK and overseas. There are over 22,000 buildings within 500 locations, with 43% of them over 50 years old. After several decades of prioritising funding elsewhere, in 2018 Defence reset how infrastructure is governed and delegated control of the infrastructure budget to the Army. This gave rise to the RICs, providing the opportunity to bring positive change to the estate.

Our RIC is part of the wider Regional Command team, which is the organisation delivering Army Real Life Support and controlling the UK Overseas Stations and Garrisons. RC is also responsible for engaging with the civil community and leading UK Operations.

Regional Command’s Infrastructure Branch programmes and assures the delivery of £700 million of Facilities Management and projects for all Army establishments. RIC staff interact with the military users of the estate, with DIO, and with DIO’s contractors, fulfilling an Informed Customer role.

We are seeking a confident, self-motivated individual who is a great teammate, hardworking and able to manage a complex and varied workload. As the HEO Liaison Officer South East England, you will communicate effectively across diverse groups of people, within and outside the MoD, and across many grades and ranks. The role requires a working knowledge of MS Excel, and excellent people skills. The job holder must adapt to changing priorities and be flexible in their approach to their responsibilities. You will need to be adept at collating and analysing information from a variety of information management systems, and at communicating it in the optimal form to influence others.
