You will be joining a forward thinking Finance and Procurement Department that puts the needs of our patients, Trust colleagues and each other at the heart of everything we do. The department places great focus on staff wellbeing and currently delivers its service through a blended model of flexible working on-site at the hospital and remotely from home and/or other sites.

Royal Cornwall Hospitals NHS Trust is seeking an Assistant General Buyer who will be responsible for managing low value product trials for clinical products and along with clinical stakeholders source alternative products and assist in the delivery of product savings.

Cornwall NHS Procurement Service provides a fully inclusive procurement service to both Royal Cornwall Hospitals NHS Trust and Cornwall Partnership NHS Foundation Trust, and a transactional service to the Integrated Care Board.

Have good interpersonal and communication skills, an eye for detail, and be IT literate with sound knowledge and expertise of Microsoft Office packages.

Be well organised and able to work as part of a team to meet tight deadlines.

Practical experience in a Procurement/Contracting environment would be of benefit, however drive, passion and a desire for excellence are essential.

This is a fulltime post working 37.5 hours per week split between office and remote working.

To manage purchase orders and support the contracting process as necessary. Management of purchase orders can involve contacting suppliers to establish or negotiate prices, end users within the Trusts to obtain further information regarding the item(s) required, and to ensure that the items requested have all necessary safety checks and meet the agreed Trust standards. The Assistant General Buyer is required to produce orders up to a value of £50,000 but can authorise orders up to a value of £5,000 without referral to a supervisor. Orders in excess of this value must be authorised by a more senior member of the Procurement team. Failure to ensure equipment and products are supplied in accordance with current regulations, approved lists and to the correct standards could result in the incorrect equipment or product being delivered and patients or staff could be put at risk. Daily activity which can range from 10 to 100 orders a day, depending on complexity. The Assistant General Buyer is also required to liaise closely with the General Buyers and contracting staff to identify items that could be added to existing contracts, or require new contract arrangements, thereby reducing the processing time with the subsequent benefits to patient care and reduction in process cost.

To maintain records and provide statistical information as required. This involves the input of data, price updating and maintenance of catalogues into different electronic requisitioning and order systems either manually or by uploading spreadsheets in accordance with laid down procedures and parameters It may also require the Assistant General Buyer to produce statistical information in order to establish potential for negotiating a contract with agreed companies for the supply of goods, and to liaise with the General Buyers or Contracts Managers to arrange for tendering action to be undertaken, and to assist in the tendering process.

To answer telephone calls promptly and courteously, actioning and taking messages as appropriate. This will require the Assistant General Buyer to handle a large volume of calls and resolve queries for a range of commodity and service areas, without referral to more senior Procurement staff.

To contribute to the planning and implementation of improved working procedures - the Assistant General Buyer will be involved in discussions regarding the implementation of information technology software, to establish and maintain total quality standards to agreed levels

To respond to requests for emergency supplies and deliveries - this is often for potentially life saving or other critical items and the Assistant General Buyer must use their own initiative and experience to locate the item and arrange an urgent delivery, sourcing alternative products or suppliers as necessary, usually without referral to more senior staff.

To always ensure polite and courteous communications with staff and external agencies.
