The Emergency Preparedness and Health Protection Directorate, within the Global Health and Health Protection Group, plays a vital role in preparing for and responding to all types of national incidents, such as disease outbreaks or terrorist attacks. This busy Directorate leads a great range of policy, covering everything from infectious disease planning and response including Ebola and pandemic flu, to health security, antimicrobial resistance, vaccination and immunisation policy, and counter terrorism preparations and response_._

The UK Health Security Team and Pandemic Preparedness Strategy and Portfolio Teams work closely together to ensure that we have effective UK-wide health protection capabilities that can prevent, prepare for, and respond to all types of communicable diseases and threats to health, including pandemics and antimicrobial resistance.

The UK Health Security Team (UKHS) branch of EPHP works closely with colleagues across the health system (including in the NHS, the UK Health Security Agency, and the Devolved Governments) on policy and delivery, informed by close collaboration with expert advisory committees to ensure our policymaking is supported by independent expert advice. Our work covers a wide range of infectious disease threats, including putting the right measures in place to respond with medical and non-medical interventions to outbreaks and pandemics of known diseases; ensuring we have the capacity to respond rapidly to a novel pandemic threat; strengthening our existing legislation on health protection, including managing diseases at the border; and tackling the growing burden of antimicrobial resistance.

The Pandemic Preparedness Strategy and Portfolio (PPSP) branch of EPHP leads on the development of a new capabilities-focused strategic approach to pandemic preparedness that incorporates learning from previous pandemics. The team also lead on the development and delivery oversight of the Pandemic Preparedness Portfolio (PPP), working closely with the UKHSA Centre of Pandemic Preparedness and Programmes across DHSC, UKHSA and NHS England.

**Job description**:
Our policy and strategy teams bring together experts, partners, and delivery teams to develop, agree, and oversee the implementation of policies to protect the UK against infectious diseases. Exact roles might change depending on business needs.

**Role 1: Senior Policy Advisor, Pandemic Preparedness Strategy.** The postholder will play a critical role in developing the UK’s cross-cutting strategic approach to pandemic preparedness and embedding key lessons from the COVID-19 pandemic. This will include developing relationships across the UK Government and devolved nations to develop and deliver a programme of work to enhance cross-sectoral preparedness for the next pandemic. The postholder will play a lead role in the refresh of the UK Influenza Pandemic Preparedness Strategy 2011, ensuring that its successor prepares the UK for a broad range of pandemic scenarios. This will require extensive stakeholder engagement, excellent drafting skills and the ability to provide concise and high-quality advice to ministers and senior officials.

**Role 2: Senior Policy Advisor, Antimicrobial Resistance (AMR) Policy.** The postholder will play a leading role in the development of the 2024-29 AMR National Action Plan. This will include developing relationships across the UK Government, devolved nations and external stakeholders, to set out Government’s activity over the next 5-years on this critical risk.
