**Job description**:
The Chief Finance Officer is a member of the Corporate Group, and has responsibility for the Finance, Commercial and Infrastructure and Laboratory Services functions, which is made up of c85 posts.

A member of the Unitary Board, the Chief Finance Officer (CFO) will lead the Finance, Commercial and Infrastructure and Laboratory Services teams.

Three years ago the Finance function in the Agency moved to the standard operating model of the Government Finance function, covering Strategic Finance, Business Partnering, Financial Control and Operations as well as Business Planning which leads on the Agency’s Delivery Plan and associated activities. The second phase of the functional transformation involves the implementation of Data Rails to improve our planning and reporting capability, including our ability to track the costs and revenues of our services, together with work on simplifying and automating interfaces to Oracle Fusion, the Agency’s ERP system. A significant review of the Agency’s fees structure (which has not taken place for several years) is under way and is being led by the Finance team.

The Commercial function is led by a secondee from the Government Commercial Organisation and has implemented a category-based structure to serve the procurement requirements of the Agency. The function was recently assessed by the GCO Continuous Improvement Assessment Framework benchmarking process and was in the top 10% on three of the seven categories, scoring 86.9% against the peer group average of 68.4%. The team play a key role in improving contract management across the Agency and delivering on our target of a 15% reduction in non-pay overheads.

Our Infrastructure and Laboratory Services team manage our estates in 10 South Colonnade in Canary Wharf, which is a government hub, and also our laboratory site at South Mimms which includes Category 3 and 4 containment facilities and advanced scientific equipment due to the nature of their work. The site is a strategic National Infrastructure location. The team are also leading on the development of our Future Laboratory requirements, including the investment and location options.

**Key Responsibilities**

**Leadership and Management - Lead, grow and develop a team of high performing professionals who are true partners to the business.**
- Bring together finance technology, financial data and leading tools and frameworks to deliver on the MHRA’s strategic objectives;
- Continue to develop the team structure for all three functional areas that is in-line with the longterm strategy and the new operating model, putting the right people in the right roles;
- Ensure a team development plan is in place that creates a high performing, business focused team, committed to supporting MHRA and its leaders in delivering the business objectives.

**Service Delivery - Work effectively with the CEO, Executive team and wider stakeholders.**
- Work very closely with the Chief Executive Officer and Executive colleagues as a member of the Executive Leadership Team, playing a key role progressing the strategy through the

transformation programme and Delivery Plan;- Act as a trusted advisor to the executive committee and the CEO;
- Be a thought partner to the CEO on finance topics, willing to test and challenge her thinking and play a key role in keeping the Accounting Officer safe;
