About the role
We are seeking an enthusiastic person to works as a Street Works FPN Officer, based in our Huntingdon office. This is an exciting opportunity to enable the effective delivery of Cambridgeshire’s Street Works and Permitting Service by managing the income generation and financial processes for Street Works and Permit fees, Fixed Penalty Notices (FPNs) and New Roads and Street Works Act charges.
The Cambridgeshire County Council Permit Scheme for Road Works and Street Works aims to improve our capability to effectively manage and maintain the local highway network whilst allowing promoters access to maintain their services and assets. The team is playing a vital part in the council’s move toward greater sustainability by facilitating the expansion of the electric vehicle charging network, new initiatives such as district heating, the ambitious fast fibre networks to ensure at least 85% of our residents and business have digital connectivity by 2025 and contributing to the county lowering carbon to net zero by 2030.

What will you be doing?
Working alongside the Fees & FPN Officer, you will support the county council’s statutory function. This includes enforcing the New Roads and Street Works Act and Traffic Management Act, including the ‘Cambridgeshire Permit Scheme for Road Works and Street Works’. You will liaise with utility companies and other stakeholders to ensure charges are agreed and processed within timescales. You will also be responsible for gathering information for Section 74 charges prior to liaising with both statutory undertakers and managers to ensure the correct charges are applied within accordance to the legislation. You will liaise with works promoters and utility companies regarding permit fees and discounts, validation and issue of Fixed Penalty Notices and Section 74 overstay charges (in line with the New Roads and Street Works Act 1991 and the Traffic Management Act 2004).
This role also involves monitoring and reporting for management.
This role is available full-time or part-time. Initially team members will need to be fully office-based for support and training, and there is an opportunity for hybrid working once fully trained. Office core hours are 8am to 4.30pm.
The team is based at Vantage House in Huntingdon.
About you
You will have an eye for detail and accuracy, to effectively manage data and reporting responsibilities.
You will require good communication skills to work effectively with colleagues and stakeholders, and an ability to be flexible to meet changing demands.
You should have knowledge and experience relating to the New Roads and Street Works Act 1991 and Traffic Management Act 2004 and ability to interpret future changes to legislation relevant to road works and street works.
