NOTE:
**Main Purpose of the job**:

- To undertake in partnership with the local authority, schools, alternative provision providers and other relevant agencies assisting in their duties to fulfil statutory responsibilities to safeguard pupils and ensure regular attendance in school.
- To be responsible for safeguarding and promoting the welfare of vulnerable groups.
- To work closely with schools and alternative provision providers through a Service Level Agreement to provide support for children, young people & families through close multi-agency working.
- To investigate offences relating to poor or non-school attendance and if necessary prepare prosecutions in relation to these offences.
- To act as the Lead Professional for cases with additional and complex needs in regard to school attendance and social inclusion by way of early intervention, welfare referrals and pre-NEET support.

**Summary of Responsibilities and Personal Duties**:
**Statutory**:

- To request and share information in line with the Data Protection Act and associated legislation.
- To identify when other agencies are involved and initiating joint visits to provide a coordinated response.
- To identify support plans for families, referring as appropriate to other agencies.
- To make use of court and non-court disposals following the conclusion of investigations.
- To respond to investigation referrals and act as an Investigating Officer and/or Officer in Charge, establishing offences being committed by visiting schools, confirming the facts and by taking witness statements.
- To complete Prosecution Files once a decision has been made to instigate legal proceedings, which may also include acting as the Disclosure Officer. This also applies to cases of non-payment of Penalty Notices. To act as a witness at the Magistrates Court should it be necessary.
- To act upon concerns in relation to the Education (Pupil Registration) Regulations 2006 including:

- the deletion of pupils from admission roll;
- notifications to the local authority of children who have been removed the admissions roll (Ad-Hoc);
- notifications to the local authority of children with poor attendance (Half Termly); and
- notifications to the local authority of children who have been “missing from education” for 10 days or more (Ad-Hoc).
- To visit children and families to investigate when the local authority has received a notification relating to them.
- To undertake register audits of local authority maintained schools and other education providers.
- To implement and review improvement plans when issues of compliance arise following a register audit
- To provide education providers with advice on statutory duties in relation to school attendance and safeguarding.
- To advise schools to develop their attendance policies and to implement effective strategies for ensuring pupils’ regular and punctual attendance at school.

**Traded**:

- To manage an allocation of schools that purchase a traded service where there are attendance and/or punctuality concerns.
- To visit to schools ensuring that all schools receive the amount of allocation in line with the purchased traded service level agreement.
- To ensure a high level of customer service is received by schools by ensuring full delivery of purchased time allocation in SLA and completing necessary preparation prior to meetings, punctual arrival to appointments, quality record keeping and prompt communication regarding caseload follow ups.

**Generic**:

- To initiate iCAF assessments for appropriate cases, acting as lead professional and providing support where identified it is required.
- To assess the needs of pupils and families to identify barriers to accessing education, developing support plans and where appropriate initiating iCAF assessment.
- To refer and signpost where appropriate to other agencies when necessary.
- To supporting schools in the management of pupil attendance, identifying where necessary pupils that require early intervention and/or referral for statutory legal intervention.
- To use the analysis of data to support schools with developing action plans to raise attendance, monitoring the impact and reviewing plans where necessary to increase positive outcomes.
- To promptly escalate to the Senior Education Attendance Officer any issues or concerns with schools.
- To ensure a high level of service satisfaction, preparing for and planning meetings in advance, be prompt for meetings and response to enquiries, and regular case follow up updates.
- To providing support, guidance and training in the analysis of attendance data trends and produce reports as required.
