I am working with a Public Sector Organisation based in Bradford, West Yorkshire, who are looking for an experienced **Assistant Director of Finance** on a permanent basis.

The role is full time, to start ASAP and paying £75,000 - £95,000 per annum.

The role is hybrid and you must be able to commute easily to Bradford City Centre.

**Job Purpose**:

- The Assistant Director of Finance and Resources (& Deputy S151 Officer) is key to ensuring that the relevant capabilities available to the organisation are used to maximum effect, in particular both financial and human capital.
- The post is an integral part of the Extended Leadership team of the organisation and will work working closely with the Finance and Resources Director. This postholder is responsible for leading and managing a portfolio of service delivery areas relatingto Finance and Resources, including management accounting, financial accounting, procurement and IT. It will also oversee interface between finance and resources functions at the organisation and the Service Level Agreements being delivered to the organisationfrom Bradford Council and other third parties.

**Key Accountabilities**:

- To undertake the role of Deputy Section 151 Officer in accordance with the Local Government Act 1972 and subsequent legislation as and when required and report to the Chief Finance Officer (& S151 Officer).
- To provide clear and timely operational and strategic financial advice, guidance and support to the Finance and Resources Director (& S151 Officer), and colleagues, as appropriate, and contribute to corporate policy and strategic decision making.
- To ensure the effective delivery of financial transaction and financial information services within statutory and regulatory frameworks, and maintain business continuity arrangements.
- To raise awareness through managing the business partnering, of the need for financial responsibility for improving outcomes and sharing information, with all employees providing services leading the development and delivery of the organisation's mediumand long term financial strategy and Service Finance function.
- To support the Finance and Resources Director (& S151 Officer) to translate strategic vision and priorities into operational plans, monitoring their progress on a regular basis, identifying exceptions.
- To lead a multi-specialist corporate and service finance division, including; Treasury, Systems, Accounting and Financial Planning, and business partnering approach to the Trust and delivering on associated requirements therein, including;
- Budget planning and financial monitoring
- Financial reporting including the production of statutory accounts
- Capital planning and accounting - understanding local government capital accounting requirements
- Taxation accounting and advice for the company
- Payroll & Pensions accounting and advice - provided through SLA and with the West Yorkshire Pension Fund
- Accounts Payable & Accounts Receivable.
- Reporting of grant income and expenditure to meet funder's requirements and Council Accountable Body arrangements
- Business, systems and associated culture change
- Systems support to Childrens Social Care Services, Youth Justice and Early Help and Prevention
- SAP improvement and development planning (in conjunction with appropriate services)

**Essential criteria**:

- A professional qualification (e.g. CCAB, CIMA or CIPFA) or equivalent, with evidence of continuous professional development.
- A thorough understanding of the statutory and regulatory framework which guides local government/ the public sector.
- A thorough understanding of local government finance framework, including the Code of Practice on Local Authority Accounting in the UK
- Experience of proven strategic leadership and consistent achievement as a senior leader within a finance environment.
- Experience of supporting on programmes of corporate and transformational change which had major impact on staff and processes, and achieved significant budget savings.
- Experience as a member of a senior leadership team with strong strategic financial management in a local authority or equivalent organisation with a high awareness of austerity measures and political sensitivities
