Our Procurement and Contracts Management team take pride in
delivering the right services at the right time, which directly effects public
service to the local residents of North Yorkshire, enabling North Yorkshire to
be a thriving region, which adapts to a changing world and remains a special
place for everyone to live, work and visit.

We have overall responsibility for all aspects of the
procurement and contracting cycle, including policy, procedure and process. We
currently spend around £660 million externally each year, this includes a wide
range of goods, works and services. We use a variety of contracts, from simple purchase
orders to long-term contractual agreements. We use a category management
approach, where related expenditure is grouped together, using data, to create
a better understanding of our buying needs and of what supply chains have to
offer.

Our aim is to source more strategically, be more innovative
and enable Council service managers and commissioners to get the most out of
the market and supply chains. Our approach has been recognised as award
winning. Winning the Procurement Leadership of the Year Award 2019 at the GO
Awards, being Finalists in the Public Finance Awards 2020 and being highly
commended for Team of the Year in Local Government at the Procurement Go awards
2020.

The unified North Yorkshire Council has just been formed on
01 April 2023 from the eight boroughs, county and district councils across
North Yorkshire. This single new council will offer the exciting opportunity to

**The Role**

An exciting opportunity has arisen within our team for a
Category Procurement Officer. You will
be responsible for the delivery of a broad range of end to end procurement
projects, working with stakeholders across both internal and external
department’s to ensure that all procurement activities are fit for purpose and
provide value for money.

The Council’s three Master Categories are:
Professional Category - covering the areas of Business
Support, Communications, Customer including Revenue and Benefits; Economic
Partnership, HR, Legal and Democratic Services, Planning, Property, Regulatory
Services including Registration, Bereavement and Coroners Service; Resources,
Technology, Transformation.

People Category - covering the areas of Adult Social Care,
Children and Families, Culture, Arts and Leisure, Education and Skills,
Inclusion, Local Engagement, Prevention and Service Development, Public Health,
Resources.

Place Category
- covering the areas of Community Development, Devolution, Economic, Development
and Regeneration, Tourism and Skills, Environmental Services and Climate
Change, Highway and Transportation, Parking Services, Street Scene, Parks and
Grounds, Housing, Integrated Passenger Transport, Licensing, Public Rights of
Way and Harbours, Resources.

As a Category Procurement Officer, you will predominately be
available to undertake work across all Master Categories when required.

You must have in-depth knowledge, experience and
understanding of public procurement legislation, rules and procedures, and a
relevant degree, or a professional qualification related to procurement (e.g.
CIPS) or equivalent knowledge and experience.
