A opportunity for an Early Years Entitlement and Sufficiency Officer has arisen within the Education Support Service.

The successful applicant will work as part of a small team to manage and develop the Early Education funding system across the City of York and support roll out of the new childcare reforms. The role will entail validation of large amounts of data and ensuring correct and prompt payment of funding to early years providers in the Private, Voluntary, Independent and Maintained sectors. The post will also be required to ensure effective and efficient administration of the early education funding including adapting the funding process and systems where necessary, supporting system upgrades / new module implementation and resolving issues to ensure a system fit for purpose. It will also provide support, advice and information to early years providers, parents and partners to ensure delivery of funded places in line with statutory guidance. This may involve brokerage and negotiation between providers, parents/carers and bordering Local Authorities. The postholder will have a detailed working knowledge of Early Education funding and the early years sector.

The postholder will be required to collate and manipulate large amounts of data and present information in a variety of formats and reports to inform policy development relating to the Funded Early Education, Childcare Sufficiency and other policy work. The post will therefore require a high degree of computer literacy with proven experience of using IT software. Knowledge of Access Synergy software is essential. The postholder must be able to work accurately and often to tight timescales.

Hybrid working arrangements are available for this role. Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.
