**Location: Hybrid RAF Lyneham 2 days per week in the office**

The cost modelling will provide information to senior management to support future strategic decision making.

DCTT will need SME support to build a cost model to both identify the VfM baseline and assess future affordability of Future Technical Training. The SME model the BAU cost baseline to analyse and compare a series of options (scenarios) aligned with the short list of potential delivery options. The model will, as a minimum, consider the following option analysis to align with the requirements of the Sourcing Playbook:
**As a Cost Modeller your main responsibilities would be**:

- Do Minimum - broadly the BAU baseline but rolled over to 24/25 expected prices, perhaps with some minor adjustments to reflect expansion of the contracted solution in the current EMTC sites.
- A hybrid solution of an in-house managed solution supported by a contracted flexible delivery workforce. Removal of military and replacement with CS/contractors potentially on a functional output basis.
- A majority outsourced solution covering either site or functional based contracting arrangements - replace the current CS/military workforce with a largely contracted workforce solution.
- Support to DCTT and Air Commercial by undertaking a reconciliation of 3-years EMTC1 cost certificates. Advise on key findings, discuss, and agree what further data needs to be collected. Report on any Gainshare that may be payable to MOD.
- DCTT IDT cost model development to inform pricing mechanism for MOD courses. Build a bespoke model for DCTT and Air IDT Costing Cell so that common costs are captured when requests for MOD technical training course are received from partner nations.
- Advise on Workforce, Operating Models and Equipment Workstreams on key data fields that need to be collected to enable cross reference of the data they are collecting to support and inform:

- Attend the 1-hour weekly DCTT Transition Programme and EMTC2 Transition Meetings, monthly Project Boards and Quarterly 1* Board to gain insight of the deliverables required.
- Prepare presentational material to support Transition Programme and EMTC2 update meetings and Project Boards.
- Answer short notice what/if questions to assist in answering Stakeholder questions and queries.
- Prepare the costing tables to be inserted into Transformation/Transition, EMTC2 and Future Technical Training Business Cases, prepare the finance annex detailing the basis and analysis of the cost estimates.
- Rework the Options (Scenarios) based on CAAS and wider scrutiny feedback.
- Undertake skills transfer to DCTT-HQ-SO2 RESOURCE FIN ACCT 2 to enable them to build, manage and maintain run future cost models.

**You’ll have relevant experience in**:)
- Active SC Clearance
- Full/part qualified Accountant (or relevant experience would be considered).
- Advanced MS Excel skills.
- Experience of high-level Excel cost modelling including the creation, maintenance, and submission of CAT A-D cost models into the Ministry of Defence/government level approvals processes.
- Ability to collate and manage a range of complex information, analyse it, and present recommendations based on the results to both financial and non-financial stakeholders.
- Excellent communication skills and a record using them to build effective relationships with internal and external stakeholders across disciplines and organisational boundaries.

**Desirable**:

- Experience of undertaking similar roles within large-scale high value complex projects.
- Experience of working with and/or large government projects in a cost modelling role, specific experience of working in the Ministry of Defence Finance Function would be beneficial.
- Working knowledge of government and MOD approval processes.
