Rainbow Fostering Services are looking for a duty and recruitment officer who can work fulltime on a weekly rota basis. They will be managing a minimum case load average of 6 applicants taking them from their initial call through to their assessment stage whilst working within the legislative and regulatory framework. Within the role of duty officer, you will be assessing referrals of children and young people and matching them with approved foster carers, supporting the carers throughout the matching process until the children or young person is placed in their care. This includes promoting the company values, qualities and standards to ensure a professional service with the aim of achieving outstanding outcomes for children. The duty and recruitment officer will work with current Safeguarding and Child Protection Legislation, Fostering Regulations, Care Standards Act, GDPR and the Fostering National Minimum Standards and Guidance.

**Essential Qualifications and Requirements**
- 2 years + experience of working within the care sector
- Experience of working with equality and diversity
- Computer literate
- Full driving licence

**Knowledge and Skills**
- Knowledge and understanding of the statutory and procedural framework of children
- Knowledge and understanding of the implications of the above framework for child care practice and the implications for the foster care setting.
- Knowledge and understanding of the principles of the ‘Care Standards Act 2002’
- Knowledge of the needs and qualities of a multi-racial, culturally and ethnically diverse community.
- Knowledge and understanding of how discrimination and disadvantage impacts upon children and their family.
- Knowledge and understanding of multi-disciplinary work.
- Knowledge and understanding of the principles and practise of working in partnership.
- Ability to work creatively, flexibly, independently and as a team
- Ability to present verbal and written information clearly and concisely.
- Ability to clearly communicate and assess telephone enquires
- Ability to manage the telephone system
- Ability to assess based on a child’s needs
- Ability to contribute to the development of Rainbow Fostering Services.
- Ability to form working relationships with carers, children and local authorities.
- Ability to uphold and respect children’s rights, views and feelings.
- Ability to identify and challenge discrimination based on race. Gender, religion, sexuality, disability or age

**Duties and Responsibilities**
- To record and administer any referrals of prospective carers
- Undertake initial visits to applicants
- To instigate all the required statutory checks for applicants
- To collate and follow up on reference for applicants
- To support in preparing applicants for the form F assessment
- To contribute to training and inviting applicants to attend courses
- To keep in weekly contact with applicants on your case load via telephone
- Assist with recruitment activities.
- Working flexibly to offer an appropriate level of support outside of normal working hours if required and providing out of hours’ duty cover on a rota basis.
- To take referrals from local authorities and appropriately match with foster carers
- Undertake pre-placement risk assessments
- Work alongside SSW to understand the needs of children placed and abilities of approved foster carers
- Liaise with SSW to contribute to foster carers training
- Consult with local authorities for consent to place when other children are in the placement
- Liaise with finance officer and local authority to ensure that any clothing/equipment that a child initially needs is made available or foster carers needing an advance on the allowance
- Keep comprehensive records of work undertaken within agreed timescales, an agreed basis in line with company policies and procedures.
- To keep all confidential data secure
- Provide an excellent quality service which promotes equality, diversity and rights for all children and people associated with the service and ability to identify and challenge discrimination based on race, gender, religion, sexuality, disability or age.
- Liaise with professionals we are working in partnership with as appropriate.
- Attends and participates in meetings and team events as required
- Organise and attend events for recruitment of potential applicants, which may include weekends and the location needs of the business.
- Work in accordance with Rainbow Fostering Services policies and procedures, Legislation, Fostering Regulations, National Minimum Standards and guidance
- Participates in monthly and annual performance reviews and Ofsted Inspections.
