**Workforce Supervisor**

The York Consortium of Drainage Boards manage a large area within and surrounding York and Selby. Our primary function is to maintain a number of the watercourses within the area, as well as oversee any flows and works near or close to the I.D.B. watercourses within the district.

**Role**

The position of Workforce Supervisor requires the participation with the workforce in carrying out the Board’s maintenance works to its maintained drainage ditches and pumping stations.

**Duties and responsibilities:

- Supervise delegate and manage the day-to-day activities of the workforce ensuring delivery of the maintenance programme.
- Ensuring best working practice are being undertaken and works are productively delivered.
- Accountability for Health and Safety in the maintenance activities ensuring compliance with all aspects of Health and Safety on site and carrying out non generic Risk Assessments.
- Setting the sub-contractors to work, supervising, managing and coordinating daily and weekly work tasks, recording progress of work against the contracts & monitoring quality control, signing off of work once completed.
- The Workforce Supervisor, where qualified, may also operate plant and equipment to deliver the Board’s maintenance works.
- Recording and reporting on the Board’s activities as necessary. This includes completion of the Board’s time sheets for submission to the office on the dates requested and also the management, control and authorisation of additional hours worked by the Board’s workforce for overtime payments, which are reported on these sheets.
- Meeting landowners and others to negotiate land entry and resolve issues which may have arisen as a result of the Board’s operations and other disputes, together with investigating reports received from land owners / members of the public
- Accountability for procuring and hiring in appropriate materials, supplies and equipment to conduct the Board’s maintenance works, including organising maintenance and repair of the Board’s equipment.
- Assisting in delivery of PSCA works, utilising I.D.B. workforce skills and appointing and supervising appropriate sub-contractors. Assisting in delivery of capital works on asset pumping stations and outfalls.
- Undertaking flood response duties if required, out of hours call out.

In all aspects of the above work the Workforce Supervisor’s line manager and the Clerk to the Board are available to provide assistance with any of the above responsibilities should any difficulties be encountered

**Provision**

The Workforce Supervisor is provided with a pick-up truck for the purpose of conducting the Board’s maintenance work and this is intended to be available for usage by the workforce as required for maintenance works.

**Accountability**

The Workforce Supervisor is accountable to the Field Works Supervisor who is the line manager who should be kept informed of the works being progressed by the Board.

**Staff Management Responsibilities**

The Workforce Supervisor is the line manager for the Board’s workforce, which currently consists of two members of staff. The staff’s work consists of manual duties along with operating machinery.

**Required Skills**:

- Excellent verbal communication skills.
- Excellent attention to detail.
- Self-motivated, organised, and with excellent time management skills.
- Willing to learn and develop new skills/knowledge.
- Full Driving Licence required.
- Knowledge of the local area would be advantageous.

**Hours**: 38 hours per week: Monday to Thursday 7.30am - 4.00pm and Friday 7.30am - 2.00pm

**Salary**: Competitive, depending on experience.

**Vehicle** : Appropriate vehicle supplied as part of the position.

**Holidays** : 23 days plus Bank Holidays (plus 3 days in-between Christmas & New Year)

**Job Types**: Full-time, Permanent

**Salary**: £28,272.00-£31,632.00 per year
