**Job summary**:
The Secretary of State for Levelling Up has set out a highly ambitious agenda to level up the country and deliver better outcomes for all. The Department for Levelling Up, Housing and Communities has established a new Spatial Data Unit (SDU), aiming to transform our ability to map and track local areas’ progress on levelling up and to understand how government interventions interact with places across the UK, at a local level. The Unit is focussing on:

- developing richer data and better, timely access to local data at granular level;
- bringing together data about place in an accessible, digital format and providing the raw materials for robust geospatial analysis;
- establishing a shared approach across central and local government for capturing key data on spend, programme effectiveness and delivery; and
- improving central government and local stakeholders’ capability to analyse and understand progress against levelling up missions’ targets.

We are looking for a Grade 7 Data Partnerships Lead to help develop and lead the Spatial Data Unit’s (SDU) new partnerships work. This is an exciting opportunity for someone passionate about the levelling up agenda. You will help make a meaningful difference to the work of the SDU, and DLUHC more broadly, through fostering strong and substantive partnerships with a wide range of partners, including new partnerships with local government.

Previous experience of working in data roles is not a prerequisite for this role.

**Job description**:
We are looking for a Grade 7 Data Partnerships Lead to help establish a series of new SDU partnerships. This includes work to support data related commitments in existing and upcoming devolution deals as well as design and launch a DLUHC-led partnership programme with local government centred on data capability and capacity.

The successful applicant will have the vision and ambition to build strategic partnerships across local and national government, academia and industry to support the successful delivery of the work of the SDU and the levelling up agenda.

You will be working at the heart of both DLUHC and the Government to deliver this high-profile agenda, working with other government departments as well as local partners and other key stakeholders.

**Responsibilities**:
We are looking for an individual who is motivated, flexible and enthusiastic, with great people and communication skills. Specifically, you will:

- Take a leading role in SDU’s work to drive action across data commitments in existing and future English devolution deals.
- Lead the scoping and establishment of a broader DLUHC-led programme focused on local data capability and capacity.
- Lead on establishing and running a series of new partnerships to help deliver the strategic objectives of the Spatial Data Unit. This will include building relationships with academia, industry and third sector to promote the Levelling Up agenda; identify opportunities for joint project working; and opportunities for informal and formal knowledge exchange.
- Build strong relationships across SDU, DLUHC, wider government and local government to help shape and leverage strong partnerships that support the delivery of wider SDU objectives.
- Report and advise regularly to the SDU leadership and DLUHC senior officials, clearly communicating the nature of the developments, the complexities and what is being delivered.
- Line manage and support the development of junior members of the team, empowering them to take decisions, motivating them to do their best.

- Key skills/criteria- Knowledge or understanding of issues facing Local Government
- Building networks and relationships of influence at all levels, including senior leaders, to deliver objectives successfully. Track record of building effective stakeholder or collaborative relationships with a range of partners and delivering results through those partnerships.
- Experience developing and driving implementation of organisation-wide programme, - navigating governance and bringing stakeholders together to deliver change and develop new initiatives to underpin delivery of an organisation’s strategy.
