**Working hours**

Full Time

**Date posted**

28 Feb 2023, 11 p.m.

**Application deadline**

**Overview**:
We are looking to recruit a Team Leader to join our HS2 Engagement team.

This is an opportunity to work on the HS2 project which is the biggest infrastructure projects of recent times. Construction work has started in earnest and the impact on Buckinghamshire is being felt by local communities, residents and businesses the length and breadth of the county. We are seeing increased construction activity leading to very practical problems like road closures mud on the road, damage to verges, speeding lorries etc. The Council wants to work with our local communities to address these issues with HS2.

**About us**:
The three BC HS2 teams deal with planning, highways and engagement (complaints, enquiries, etc.) related work on HS2 and this role would drive the Council’s local engagement and complaints processes associated with the project.

The teams work to minimise the impacts of HS2 construction as well as maximise the mitigation resulting from HS2.

**About the role**:
This post will lead the engagement team as part of the Council’s in house team, managing a team of four officers (two office based and two ‘boots on the ground’ in our communities) as part of the Council’s direct response to tackling these issues.

The postholder will engage with on HS2 both internally and externally for the Council, working with a wide range of stakeholders such as Parish and Town Councils, Councillors, HS2 Ltd, contractors and the general public. This includes engaging with the two technical HS2 in house (planning & highways) teams to coordinate the Council’s responses to complaints, etc. You will need to establish a day to day relationship with HS2 contractors so that local issues can be addressed as they arise.

Key responsibilities include:

- Proactively keep Buckinghamshire Councillors and Town and Parish Councils informed about HS2;
- Maintain and develop the Council’s HS2 web pages;
- Co-ordinate stakeholder requests;
- Respond to residents’ complaints and liaise with the HS2 Ltd and their contractors;
- Liaise with the BC EWR liaison officer where there are overlapping issues with EWR
- Provide proactive communication
- Respond swiftly to complaints, MP enquiries and coordinate FOI responses

**Any-Desk**:
As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.

**About you**:
We are looking for someone who is organised and diligent, has excellent verbal and writing skills, has experience of working on projects, has experience of leading a team as well as enjoys working as part of a team and is highly self-motivated.

You may come from a professional/technical/enforcement background. What is most important is that you have excellent interpersonal and influencing skills and are responsive and able to work at pace. You will need to establish good working relationships across the patch and strong communications into our communities and the contractors. Your success will be measured by the speed at which issues are successfully resolved, and over time a reduction in the number of problems, as the contractors understand the level of scrutiny on their operations.

**Other information**:
For further information on this role please see the attached job summary.

This post is covered by the Rehabilitation of Offenders Act 1974 and therefore applicants are required to declare:

- Unspent convictions and/or unspent conditional cautions only

For further information on how long it takes for convictions and conditional cautions to be spent, please refer to Nacro’s guide on the Rehabilitation of Offenders Act.

**Our values and culture**:
We have a set of values, which our employees have chosen, that represent what we are - Proud, Ambitious, Collaborative and Trustworthy.

By joining Buckinghamshire Council, you can expect:

- a fair and inclusive culture
- the chance to really make a difference to those around you
- health and well-being initiatives including an Employee Assistance Programme, Mental Health First Aiders and mindfulness workshops
- a unified voice through our Employee Representative Group
- ongoing support, and the opportunity to develop and progress in your career with us
- opportunities to take part in fun activities such as fundraising and social events

At Buckinghamshire Council, we know that our biggest strength comes from the people that work for us, and that’s why we’re working hard to ensure we continue to be an accessible and inclusive organisation.
