Applications are invited for the post of Clerk and Responsible Financial Officer to Occold Parish Council for 22 hrs a month.
The Clerk to the Parish Council will be the Proper Officer and, as such, is under a statutory duty to carry out all the functions of a local authority's Proper Officer, including serving or issuing all the notifications required by law. The Clerk is responsible for ensuring that the Council is acting according to the instructions of the Local Authority and within current regulations. The Clerk will be the Responsible Financial Officer responsible for maintaining the financial records of the Council and the careful administration of its finances.
**Duties**:
- Minute taking
- Setting up/publishing agendas
- Working with Council members, district and county councils, members of the public and other bodies
- Recording and managing payments and receipts
- Preparing documents for audit
- Preparing the draft budget and precept documents
- Responding to correspondence
- Guiding the Council on legislation
- Updating the village noticeboard with council announcements
- Updating the council website and social media accounts
- Managing the records of the Council and general administration
**Skills**:Computer literate, particularly in Word and Excel. Organised, numerate, a good communicator and able to work effectively with others
Currently the Council meets on the first Monday of the month (the second if a bank holiday), additional extraordinary or planning meetings may be called.
Location of work: normally at home but attending meetings within Occold as required.
Must have an internet and phone access. Must be able to store council files securely at your home address and have access to a printer. A laptop will be provided.
The Council will pay reasonable expenses incurred in carrying out the role for home office costs.
Salary will be on the NJC (local Government) pay scale at a point dependent on experience and qualifications.
