Spencer Clarke Group are working alongside a local authority based in Barnet to appoint a talented **Streetlight Engineer ** on a contract basis.
As an **Streetlight Engineer,** you will assist in the effective and efficient promotion, design and execution of day to day service functions, projects, investigations and analysis, as required, within budgets and programmes. To lead on themonitoring of service provider compliance in the delivery of the street lighting service in accordance with the specific PFI Contract requirements. To conduct investigations and interrogate systems and reports to determine whether services are being deliveredto expected standards and to take appropriate actions when any concerns are identified
**About you:
- To undertake research, evaluation, analysis, design and implementation of schemes, projects and programmes as allocated;
- To; assist in determining, planning and achieving a rolling programme of monitoring work for the team; assist in obtaining necessary technical, administrative and financial approvals;
- To assist in the review of effectiveness of work undertaken, monitor techniques involved, and assist in the introduction of new methods as necessary to ensure efficient use of resource and finances, including taking an active role in promoting best value;
- To liaise with other agencies and bodies and inter and intra services to co-ordinate projects, attending meetings and representing the Council and/or service as necessary, including with commercial scheme promoters;
- To keep up to date with the latest developments in the field of activity relevant to the service and act as specialist advisor for particular activities as allocated;
- To assist in the monitoring of the Service Provider including on site checks planned maintenance checks, photometric testing, plus night scouts as required and the work of the allocated team to ensure the highest standards of safety, quality and customercare are maintained;
- To assist the Contract Manager in monitoring outside developments and trends affecting the service and make adjustments to provide improved mechanisms for the development, delivery, monitoring and review of service delivery and performance;
- To promote continuous improvement and best value in the work of the Service Provider and allocated team;
- To help develop performance indicators and assessment tools to enable improvements to service and quality
- Ensure site set up of contractors is correct in line with regulations ensuring sites are safe and report on any issues.
- Implement Council policy and strategy within the postholder's area;
- Assist the Contract Manager in establishing standards to ensure the service is organised to deliver Council policy in the most efficient way possible;
- To assist in producing mechanisms for the development, delivery, monitoring and review of service targets across the service activities;
- Help establish standards that ensure the professional service area is organised to deliver council policy in the most efficient and effective manner possible by assisting the Contract Manager to produce mechanisms for the development, delivery, monitoringand review of service and performance targets across all service activities;
- Assess and respond to changes in legislation, statutory requirements, codes of practice and British and European Standards to ensure practices, procedures and working methods of the teams are reviewed and updated as necessary to ensure compliance;
- Monitor service deliver to ensure that the service provider ensures thatCustomer Care strategies are implemented within the teams and value for money services are delivered in accord with agreed Council standards and practices as described by the contractspecification;
- Help ensure communication processes delivered by the service provider are efficient, timely and responsive to the needs of members, council offices, service users and other stakeholders;
- Deal with complex, contentious and sensitive issues within the service to create value for both the community in Barnet and the Council;
- To liaise and deal courteously with enquiries from members of the public;
- To act for the Contract Manager in his/her absence as requested;
- To be aware of Best Value aspects of providing professional or technical service and to assist in the achievement of these.
- Undertake design checks for all new schemes to ensure compliant with relevant British Standards
- To liaise with Service Provider & ensure that the inventory is maintained at a minimum of 99% accuracy, hence ensuring that updates of the Management Information System (M.I.S) is regularly updated as required by the contract specification, including foraccrual / de accruals
- To lead on the review of the monthly service reports from the service provider and to provide feedback on any irregularities and ensure that these
- To lead on monitoring and reporting on the day to day work of the service area in order to meet the Council's objectives and requirements in the context of the PFI Contract specification and other related requirements
**About you:
- 2 Years experience in a relevant field
- Experience of working within budgets
- Experience in supervising contractors
- Effective verbal/written communications
- Computer literate - use of MS Office
- Good time management
- Working knowledge of basic legislation
- Good knowledge of British and European Standards relevant to the service
- C&G Electrician Pt 1 & 2
- Electrical Engineering ONC or equivalent
- ILP External Lighting Design Course Pts 1 to 3
- NRSWA Site Supervisors
- Valid UK driving licence
- Own means of transport
