Management Assurance Officer

I am working with a Public Sector Organisation based in LB Ealing who are looking for experienced Management Assurance Officer.

The role is full time, to start ASAP and paying £24.65 Umbrella per Hour. The role is in scope of IR35.

Job Purpose

To supervise and manage a team of Welfare Support and Assessment Officers being responsible for the timely and accurate assessment of eligibility and entitlements of the council's services for Housing Benefit, Council Tax Reduction, Discretionary Housing Benefits and Local Welfare Provision

To support delivery of an integrated, high quality, customer focussed service support for those in need of assistance with rent, council tax or in financial hardship

Key Accountabilities

This role profile is non-contractual and provided for guidance. It will be updated and amended from time to time in accordance with the changing needs of the council and the requirements of the job.

PURPOSE OF ROLE:

- To carry out all aspects of Benefits assurance work for Housing Benefit and Council Tax Reduction administration utilising Ealings Information Technology Systems in accordance with the Benefit Regulations and relevant discretion within the Councils policies and procedures.
- To monitor and amend claims where necessary to ensure that all claims, payments and overpayments are recorded correctly on the system on an on-going basis. thereby enabling high standards of quality and accurate subsidy forecasts to be made throughout the financial year. Validate housing benefit payments against subsidy records.
- Run reports, maintain statistics, assist in the delivery of service improvement plans, and provide effective and flexible support to Managers and Policy and Training
- Officers
- Assist with any work arising during or remedially from internal and external auditors and accountants, contributing to the audit process and the successful completion of all statutory returns including the annual Housing Benefit Subsidy Claim.
- To ensure that all financial control tasks are carried out within specified deadlines

KEY ACCOUNTABILITIES:

- To maintain a comprehensive knowledge of Housing Benefits and Council Tax Reduction legislation and local policies and procedures in order to monitor quality of claims, identify errors thereby enabling accurate subsidy forecasts to be made throughout financial year.
- Have a detailed knowledge of wider welfare benefits and service, including discretionary schemes, provided by the Council, Government Agencies and the voluntary sector, e.g. DWP, Department of Employment, Social Services, CAB Voluntary Sector, etc. to advise on service provided, including claim procedures.
- To acquire and retain a comprehensive knowledge of the IT systems such as Microsoft Office package, Northgate and Enterprise, in order to input/cancel all claims and retrieve information so that Housing Benefit and Council Tax Reduction claims are determined in accordance with statutory regulations and the councils policies and procedures.
- To fully check and analyse claims performance claims passed by the processing teams, recording information for claims analysis.
- To carry out risk assessments relating to individual claims, policies and
- procedures or other specific areas of service delivery, establishing inefficiencies,
- process issues and recommend improvements.
- Carry out data analysis in relation to management assurance and reporting to assist in the identification of any areas of weakness in the Service that may lead to subsidy loss, procedural inefficiency or inadequate customer service and highlight these weaknesses to the appropriate managers or Policy and Training Officers.
- Assist with the research and preparation of data analysis, reports, papers, liaising with colleagues in the department and Council and ensuring that all deadlines are adhered to..
- Assist with any work arising during or remedially from internal and external auditors and accountants, ensuring that any queries regarding the annual subsidy claim are satisfactorily dealt thereby contributing to the audit process and the successful completion of the Subsidy Claim by the deadline.
- Co-ordinate CIS management checks ensuring they are completed on time and processes adhered to.
- Run and produce a variety of reports and management information to support service delivery to agreed timescales. Co-ordinate, collate and provide information and other responses to and from managers, in a timely manner ensuring tasks are completed and meaningful feedback given as required.
